Research Of MinJiang River Basin Ecological Compensation Standard Based On The Definition Of Ecological Property Right

As a public good,watershed water resource has the characteristics of integrity and externality.The excessive exploitation and utilization of resources lead to the continuous deterioration of the ecological environment of the watershed.In order to solve the problems of water resource shortage and watershed pollution,the targeted measures taken by the Chinese government are watershed ecological compensation.Basin ecological compensation refers to the compensation for the protection of the basin's water resources and environment or for the destruction of the water resources and environment,so as to alleviate the contradictions caused by the uneven distribution of interests among the various subjects.The beneficial subject should compensate the interests of the injured party,so as to mobilize the enthusiasm of the protection subject,and finally achieve the goal of protecting the basin ecological environment,promoting social equity,resolving social contradictions and realizing regional coordinated development.The determination of ecological compensation standard is particularly important for the establishment of the corresponding ecological compensation mechanism.How to establish a scientific and reasonable ecological compensation standard model and carry out the calculation is currently the focus of the research field of watershed compensation.So far,there is no unified ecological compensation standard in the research and practice of watershed ecological compensation theory at home and abroad.This article in to sort out the relevant river basin ecological compensation at home and abroad on the basis of existing achievements,based on the ecological environment of MinJiang river watershed was clearly defined property rights,combination with the economic development of the upstream and downstream,practical factors such as population,are calculated respectively in the ecological protection in compensation and pollution of river basin ecological compensation standard,and in the process of calculation of compensation standard,comprehensive consideration between upstream and downstream river basin water resources and water quality of the river basin water allocation situation of calculation under different ecological property of MinJiang river basin ecological compensation amount.This paper is divided into six chapters,based on the logic idea of "introduction-concept and theoretical basis-compensation standard accounting basis-compensation model construction-MinJiang river basin ecological compensation calculation-countermeasures and Suggestions-summary".The results show that: in the case of three kinds of property rights definition,the size and content of compensation standard are different for each subject.Under different water quality standards,the amount of compensation and the compensation method are also different.When the water quality of the upstream area reaches the agreed standard,the downstream area needs to compensate the upstream area.In a Shared environment rights and interests of the property right arrangement,water quality reaches ? class or? class standard,the amount of compensation is relatively reasonable,can balance the interests of the various main,easily accepted by the parties.
