Study On Ecological Compensation Standard Based On Water Pollution Rights Value

Since the reform and opening up in 1978, China’s economy has a rapid development,at the same time it also bring serious environmental pollution. Pay a lot of attention on development and ignore protection for a long time, making the contradiction between resources, environment and economic development become increasingly prominent, more and more water area suffering destruction. According to the "national main functional area planning", the land space is often divided into four parts, including optimization area, development area, ecological development area and prohibition of development area. Among them due to undertake the responsibility about water conservation, the key ecological function areas temporarily or partly give up the development chance of local economic. So build a scientific and reasonable ecological compensation mechanism is the necessary, the most important thing is to determine the mechanism of ecological compensation and the compensation standard.This thesis is based on the property right theory, externality theory and public goods theory, making a comprehensive analysis about current academic research on ecological compensation and compensation standards. This thesis starting from pollution discharge right, then construction an ecological compensation model which is based on the value of water resources. Taking Guangdong provinces as an example, select 13 cities’ industrial wastewater emissions per capita and GDP per person for 12 consecutive years as panel data, then carried on the empirical analysis. Then we can get the difference between actual and theoretical in wastewater emissions per capita. Use recovery cost method to determine the price of water pollution discharge right, Finally, according to 21 county(city) which locate in the key ecological function areas actual wastewater emissions quantity to determine the counties’(city) compensation standards. The results show that the ecological compensation fund of the key ecological function areas in Guangdong province should be 344.08 billion RMB. But actual amount of compensation in Guangdong province in 2012 is only 15.7 billion RMB. It shows that the current compensation standards are not enough.Finally combination the empirical results and Actual situation in Guangdong Province, analysis the compensation effect after 2012 Guangdong Province began to carry out a series of ecological compensation policies, then pointed out problems about the current compensation policies, such as the compensation standard is too simple, compensation scope is too narrow, supervision and evaluation mechanism is not perfect and so on. According on above analysis, this thesis put forward six policy recommendations, such as expand the source of compensation funds then form a diversified financing pattern.
