Value Assessment For Ecological Compensation To Arid Valley Of The Upper Minjiang River Ecological System Recovery Impact

The upper MinJiang river has an important influence on SiChuan, the Yangtze river, and even the country’s ecology security and sustainable development. Our country attaches great importance to the upper MinJiang river and puts a steady increase input to MinJiang river ecological safety. Our country implements many ecological compensation measures to upper MinJiang, for example the natural forest protection project, the cropland conversion to forest project, the electric power replace wood project.One of the important reasons for the worse MinJiang river ecological environment is human interference activities. This paper takes Li country as example of research, chooses the cropland conversion to forest project and the electric power replace wood project which have close relationship with local farmers as example of research, evaluates value for ecological compensation to the ecological system recovery impact. The main research conclusions are as follows:1.Through the literature review and combined with the basic policy of ecological compensation and ecological benefit evaluation theoretical basis, the paper has discussed the construction of ecological compensation comprehensive benefit evaluation index system and the calculation method of comprehensive evaluation, established the county scales of ecological compensation comprehensive benefit evaluation index system, provided ecological compensation of the comprehensive benefit evaluation at arid valley area in county scales for reference.2.Since the electric power replace wood project was implemented in Li country, wood was saved124600tons every year, amount to protect forest area of3059.20hm2Which is three times more than the cropland conversion to forest project in Li country. Energy shortage is the main reason of low forest survival rate in the past years. With electricity generation to replace traditional wood energy form, the goal of natural forest resources protection is guaranteed.3.Since the cropland conversion to forest project and the electric power replace wood project were implemented in Li country, the forest coverage rate from30.07%in1998to42.3%in2009. The opportunity cost method, recovery payments method and shadow engineer method were used for calculating benefits of ecological compensation engineer. The general benefit is1.061711billion yuan, the benefit of reduce emissions is6.6943million yuan, the benefit of water conservation is23.3547million yuan, the benefit of soil and water conservation is97.4215million yuan, the benefit of solid carbon oxygen generation is74.4855million yuan, the benefit of purify air is395700yuan, the benefit of adjust the microclimate is641700yuan, the benefit of protecting biodiversity is858.7174million yuan.4.There are seven kinds of ecological benefits in ecological compensation engineer, the proportion of the size in order is:biodiversity protection benefits (81%)> soil and water conservation benefit (9%)> fixing carbon and oxygen generation benefits (7%)> water conservation benefit (2%)> reduce emissions benefits (1%).The proportion of biodiversity protection benefit accounted for more than half.It proved the region in our country and even the global biodiversity conservation has important position. This value is the foundation to support the future development of biological industry and will have important strategic significance to the sustainable development of the human society. With molecular biology, plant ecology and the study results of resources utilization and wild plant resources environment, we will take the area as a gene pool and fully develop and utilize the resources. We will vigorously develop artificial plant base and product processing base, promote the development of regional economy. The proportion of water conservation benefit accounted for2%. It has the vital role to the arid valley of vegetation restoration.The proportion of soil and water conservation benefit accounted for9%.It explained that ecological compensation in the western areas has positive inhibition to soil erosion and land desertification environmental problems. This is the purpose of ecological compensation engineer in our country.
