With the favorable trend of the medical reform policy,private hospitals have seen a rocket up these years,even catching up with and surpassing public hospitals in the overall number.However,in terms of influence,private hospitals are still not at the same level as public hospitals,and the business of private hospitals still has a lot of practical problems,such as quality and safety risks,high fees and so on.During the epidemic period,the private hospital industry suffered a great impact.In order to make a new start in the predicament,we must take this opportunity to improve the traditional hospital management mode,improve the management level,and plan the strategic development of the hospital on the basis of better grasping its own resources.From the macro strategic perspective of the hospital and the micro operation perspective of the departments,this paper takes the clinical departments of JDF private hospitals as the research object,and starts with finding and solving the problems in the performance evaluation of the clinical departments of the hospital at present.The purpose is to establish and improve the performance evaluation system by improving the performance evaluation method of the department operation of the hospital,so as to optimize the operation and management of private hospitals.Through the questionnaire survey,we found that the current hospital level performance appraisal scheme has problems such as insufficient understanding of department performance management,no complete operational performance appraisal system,and incomplete matching with the hospital’s strategic objectives.Based on the core idea of the balanced scorecard,on the basis of reference to various evaluation indicators from the national level to the local management level,combined with the relevant indicators of enterprise management and the framework of the analytic hierarchy process,a scientific,reasonable and hierarchical department operation performance evaluation indicator system including 19 indicators was finally formed.Then the TOPSIS method is used to evaluate and score the evaluation results of the indicator system,forming the operation performance ranking of 18 departments,positioning the departments with good operation performance,analyzing the model,and putting forward targeted management suggestions for the departments with poor operation performance.This performance appraisal method overcomes the shortcomings of evaluating clinical departments with a single financial indicator.It is more closely integrated with the overall development planning of the hospital,better reflects the clinical needs,and helps the hospital management to grasp the management priorities faster and more accurately.This study is beneficial for JDF private hospitals to achieve sustainable high-quality development and comprehensively improve the operational efficiency and benefits of hospitals.At the same time,the whole research process can also be used as work samples for other private hospitals or even public hospitals in the process of establishing department operation performance appraisal system. |
