Comparison And Empirical Study On The Method Of Initial Water Right Distribution

The allocation of water rights is one of the main ways to solve the social,economic and ecological water conflicts caused by water shortages and the contradiction between water use among departments,in the water right distribution system,water right distribution is the core content of water right system construction.In general,the water rights allocation in accordance with the distribution form can be divided into two kinds,namely the initial water right allocation and water rights trading,the initial allocation of water rights is the allocation of water resources to the public in the form of water rights.It is the basis of water rights trading and an indispensable part of the construction of water rights system.At present,scholars at home and abroad have adopted more methods and methods for the initial allocation of water rights,but have not formed a set of standardized initial water rights distribution system.Therefore,a comparative study of initial water rights allocation method is of important theoretical value and practical significance.In the context of the existing method of initial water rights allocation,this paper analyzes the existing methods of initial water rights allocation with the connotation and purpose of the initial allocation of water rights,and makes an empirical study.The main research content is as follows:(1)The article first summarizes the existing scholars' methods and the proposed initial water right allocation method,according to the nature of the algorithm,the initial water right allocation method is divided into three categories: the criterion class,the decision class and the three types of initial water right distribution methods based on the optimization method.According to the calculation of properties of three kinds of methods,select representation methods of three kinds of methods,namely,based on the principles of initial water right distribution,based on the analytic hierarchy process(ahp)of the initial water right allocation and initial water rights allocation based on multi-objective optimization algorithm.(2)Combined with the connotation of the initial allocation of water rights,the purpose and significance of the evaluation of the initial water rights allocation scheme are briefly described.Based on the objectives of economic,ecological and social objectives involved in the allocation of initial water rights,the initial multi-objective fuzzy optimization model is constructed to evaluate the initial water rights allocation scheme.(3)Based on the present situation of Chengde City's social,economic and water resources development and utilization,this paper takes Chengde City as an example to forecast the water demand of 2020 and 2030 in Chengde City.According to the abovementioned three representative methods,The initial allocation of water rights in the city,resulting in three initial water rights allocation scheme.(4)On the basis of the evaluation target and model of the initial water right allocation scheme,the evaluation model of the initial water right allocation scheme in Chengde is established.In the economic rationality,ecological rationality and social rationality under the goal of constructing the evaluation index system of initial water rights allocation,analyze and evaluate the application of multi objective fuzzy optimization method for the above three kinds of Chengde city the initial water rights allocation scheme,the initial water rights allocation methods in different rationality and the overall goal of the objective rationality.
