As the capital of People’s Republic of China, Beijing posses its’ own uniqueness- regional importance and national importance which contribute to the aggregation effect of optimal medical &caring resources. Consequently, Beijing has been recognized as the “Medical Center†which provide services to approximately 700 thousands patients every day from other regions. In addition, most of those outsiders only choose “Grade Three & First-Class Hospitalâ€, which has resulted in a tremendous queue size of local patients. Although there are plenty of community hospitals located in Beijing, only few patients willing to select those community hospitals. This phenomenon is strongly correlated with the scarcity and rareness of human resources and materials & equipment resources in community hospital. Under the situation of the development synergy of Beijing, Hebei and Tianjin as well as functional dispersal, those pivotal medical resources will be dispersed to Hebei and Tianjin which will also make key contribution to local restructuring and reallocation of medical resources and functions.The main purpose of this dissertation is to analyze those appropriate approaches to improving the functions of community hospitals and precisely reallocate those patients to community hospitals which will enhance the functionality and responsibilities of community hospitals. By doing these, the government can improve the difficulty of getting medical service and the fact of high cost of getting treatment.The methodologies that adopted by the author are as follows: Case Study Methods,Qualitative Data Collection and Analytical Methods,Surveys and Questionaire.By collecting and summarizing a large number of data regarding the evaluation of the functionality of community hospital located in Beijing,and comparing with those foreign cases about medical resources allocation & functional dispersal of major cities, this dissertation will explores the realistic condition and optimal situation of medical resources allocation and functional dispersal.Based on the research, several possible solutions and strategies are provided as follows: 1. The synergy effect requires the organic combination of functionality of community hospitals and optimal medical resources dispersal. 2. Rationalize the division and cooperation of distinct class of hospitals and cultivate benefit community. 3. Establish essential and important medical divisions in community hospitals. 4. Improve the service level of community hospitals. 5. Optimize incentive mechanism and administrative mechanism. 6. Innovate medical operational model. 7. Motivate social forces to improve medical industry. |
