How to make efficient use of limited hospital resources to improve the management of project demand is a long-term problem in capital construction projects of Beijing municipal hospitals.The demand planning in the early stage of hospital construction plays a vital role in hospital construction,which has attracted the attention of hospital construction management departments,but no effective solution has been found.In addition,the demand management of capital construction projects in Beijing is still in a semi-professional state,and the data in architectural design and language of medical demand cannot be effectively docked.On the one hand,the demand planning method of the hospital in the early stage is not systematic,and the reasonable and perfect assignment cannot be put forward,resulting in the lack and omission of items in the project and the fragmentation of the project;On the other hand,the needs of hospital projects often are only combined with the existing conditions of the hospital itself to act as the basis and reference for future projects,which not only lacks innovation,but also lack macro-planning,resulting in the continuous adjustment of functions in the implementation and operation stages.Under the existing construction management mode,there are many conflicts among stakeholders of the project.These management problems have always put tremendous pressure on the quality,schedule and cost control in the hospital project construction cycle,and so it is urgent to use reasonable methods to deal with them.According to the above background,in order to solve the problem of demand management of Beijing hospitals,the author,based on the theory of demand management,cooperative management theory and stakeholder theory,has analyzed root causes of the problems arising from the project demand hospitals,the advantages and disadvantages of all stakeholders,and the existing problems of the demand management mode at present,and put forward the innovation modes of establishing a cooperative community by hospital authority,hospital owner and project management company.And the corresponding management system,with clear rights and responsibilities of the operation plan,is developed for the cooperative community.Full-process consultation is adopted,the warehousing system of project management company and designers are established,and to strengthen the safeguard measures such as education and training.The key points of the design work are put forward in the demand management,and the mode solve the problem that the long-existing hospital construction experience could not be effectively accumulated.Finally,through case analysis,the capital construction project demand of Beijing municipal hospitals areoptimized,laying a foundation for the successful realization of the goal of theproject value maximizing.At the same time,the author hopes the mode can provide areference solution for the demand management of similar complex projects.
