Beijing Community Appropriate Technology Services And The Effects Of Chinese Medicine Research

Community Health Services (CHS) is an important part of urban medical health reform and building. As a capital city, Beijing was elected one of pilot cities in 1997 and devoted much attention to the promotion of appropriate technology of Traditional Chinese Medicine (TCM). Beijing CHS network has been basically completed, and the city's community health goal of Traditional Chinese Medicine cover was initially realized. The level of TCM services has been improved in many areas from the service network construction, workforce training, and investment. Beijing CHS has promoted TCM appropriate technology, as the acupuncture, fire pot, massage, fumigation.This study was supported by the Authority Beijing TCM Administrative Bureau. The purpose of this study is to research the realities of TCM appropriate technology in communities and the satisfaction degree of communities' inhabitants through the questionnaire. Through evaluation of the effect of promotion of TCM appropriate technology, to analyze the factors on affecting the use of them. To explore the effective promotion of TCM appropriate technology model and to provide scientific data for the promotion of TCM appropriate technology in communities in future.In collection convention registration material and related literature foundation, this study surveyed 27 CHS centers,87 CHS stations,120 communities who were treated by the TCM service and 20 managers and doctors in CHS agencies. The study applied qualitative and quantitative methods to understand the realities, the differences between urban districts and suburb, and the changes in recent years. The content includes traditional Chinese medicine resources and service situation of CHS. Otherwise, the study investigated the satisfaction degree of communities'inhabitants to the TCM appropriate technology in communities. The content includes the inhabitant health service situation, basic information and the satisfaction degree of the TCM appropriate technology which they accepted in communities. The descriptive and analysis methods were employed to analyze the data. Statistical description was used to demonstrate the level of patient satisfaction, Chi-square test and logistic regression model was performed to estimate the determinants of patient satisfaction.The main conclusions of this study:1.The realities of CHS agencies in this investment have already achieved the goals and requirement which listed in the documents released by State Administration of TCM and Authority Beijing TCM Administrative Bureau, in the areas from allocation of TCM section and personnel, the amounts and kinds of TCM appropriate technology services. The resident approves Traditional Chinese Medicine service, in particular the acupuncture, fire pot, massage. The satisfaction degree is 84%, and the average is 4.2.2. TCM doctors have began take shape. The young doctors and the experts all can provide the TCM appropriate technology services.3. The supported hospital help CHS agencies carry on TCM services through the form of expert itinerant system, personnel training, scientific research cooperation. Thanks to these programs, service capabilities of CHS agencies and doctors to diagnose and treat diseases by TCM appropriate technology have been improved significantly.4. Beijing government and Authority Beijing TCM Administrative Bureau attached much importance to the promotion.5. According to the requirement, the area of TCM section is not enough in some CHS agencies, as well as TCM equipment.6. The number of personnel are unsatisfying; it is difficult to provide comprehensive service. The scheme of personnel training should be improved.7. The CHS agencies need more scientific research programs to summarize the experience of promotion.8. Some CHS agencies have not recorded the data of amounts of TCM appropriate technology services, due to lack of the data statistic rule.Based on the above-mentioned research findings, suggestions and recommendations were made as follows:1. Enhance the quality and pertinence of technology training. It is necessary to know the different demands of the varieties of doctors.2. Devote much attention to the allocation of TCM section and equipments.3. Facilitate a faster transition from research to practice. CHS agencies should gain more opportunities to carry on and participate in the scientific research program of TCM appropriate technology.4. Build up the data statistic rule, for the sake of evaluation of the effect of promotion of TCM appropriate technology.5. Continue to strengthen the scientific research and the academic work of TCM appropriate technology to increase the capability of CHS and to improve and promote the residents' health.
