Since the reform and open policy, Chinese city has entered a rapid development period. On the road of the modernization construction, the coastal cities have obtained brilliant achievements for the reason of longer developing time and superior geographical environment. In the past ten years, the inland cities increased the intensity of the development, hoping to achieve the fastest growing with the minimum cost in the short term. Because of the urgent need to highlight the achievements of development, inland areas selected the radial development mode, which was similar with the coastal cities neared by. Many inland cities took the lead to create their own city brands, they drove the economic development of the surrounding small cities, and then expanded and annexed the small cities, improving their range and strength, so as to affect more distant regions. This pattern of development obtains remarkable achievements, and lights up many large "star" cities in a short period, throughout the Midwest, however, the "stars" Light are limited after all, most of the small cities hardly can be benefit in the short term, and the more remote area is, the less obvious the locomotive driving effect is. At the same time, the resources scarcity constraines the development pace of the big cities, while the accumulated problems in the stride development period are exposed gradually, therefore, the economic development drives into the buffer period. In the meantime, the mass media evolves with the city development. Therefore, the development of media, public media behavior could be more active, the city culture and media culture could fit more closely, and interact more frequently. This thesis reviewed the results of previous studies which define the concept of the city culture, studied on the characteristics and function of city culture.
