Moderate Level Of China’s Social Security Measurement And Analysis

Social Security is an important social policy of government which is used to solve the problem of survival or basic living of vulnerable groups in the society, meanwhile it is a fundamental right of citizens in a certain stage of social development. However, the development of social security should have a moderate range, it means that if there is no inadequate investment of Social Security,not only fail to reflect the principles of social equity, but also can not ensure the basic needs of many citizens, even affect the stability and unity of society. If the investment is more than a moderate range of labor, which will affect the enthusiasm of workers, and then affect the healthy development of social and economic adverse badly.The Level of Social Security which mentioned in this paper is use to measure a "degree" target, Social Security Level is defined as a level which enjoyed by social members of a country or region, in a certain period of time. The development of Social Security Level has a great impact on socio-economic development, national stability and unity significantly.The Social Security System of our country is quite different between urban area and countryside. In this situation this paper try to review literatures on the level of social security and comment on previous studies, in order to build a proper model on examination of the level of social security in urban area and countryside. Based on the analysis of the countryside social security expend items, this thesis will also try to use the measurement model on the level of social security in countryside, and finally analyze the result in measurement model with regard to the moderate level of social security. Trough the analysis of current China’s Social Security Level, which is reflected in the following areas, we will have such three conclusions:overall Social Security Level is too low, the levels of main items of Social Security are too low, the Rural Social Security Level is too low.According to the analysis which has been mentioned above, the author propose these four policy recommendations:First, selecting an appropriate level of social security to match with the development of economic, in order to make both of them to have coordinated and sustainable development; Second, try to establish the social security budget system so that China’s social security fund income and expenditure of social security expenditure and clarified is more reasonable and orderly; Thirdly,try to improve the social security system, so that the internal structure of social security become more reasonable; Finally, strengthen the rule of law and social security expenditure monitoring, comprehensive social security supervision and evaluation of policy implementation.
