Analysis On The Moderate Level Of Social Security About Anhui Province

In contemporary society, social security systemplays a very important role.It not only can provide workers with the most basic life safeguard, but also as a form of social wealth redistribution, it can narrow the gap between rich and poor, and maintain national stability. It often referred as "relief valve" or "stabilizer" of the society, and it is one of the significant symbol of social civilization. The development of social security system is closely related to the economic development of a country. Social security using economic methods to regulate social resources and to participate in social redistribution, It needs economic basis for support.whereas the role it plays also affect the economic development of one country or region. The establishment of the social security system doesn’t mean it can solve all problems. In order to be effectively for a long time, the security system must fit the level of economic development. The Sixteenth National Congress of the CPC pointed out:To establish the appropriate social security system which fit the level of economic development is an important guarantee of social stability and national security.Anhui province is located in the central region. It is a populous province, and it is also a large province of Agriculture. The rural population accounts for about eighty percent of the province’s population. For the construction of "harmonious Anhui" establish and the appropriate social security system has a special significance. In recent years, Anhui province actively promote livelihood projects and improve people’s livelihood. The construction of social security system and the system is placed in an important position, with remarkable results. But at the same time,there also exists many problems. A correct understanding of the impact of social security expenditure on economic development of Anhui province is meaningful to promote the province’s economic development and to maintain social stability.This paper uses combined method of theoretical and empirical analysis. Analyse respectively from four parts:The first part reviews the relevant theories, including the three basic theories of social security, three kinds of decision theory of economic growth and the theory of economic development. On the basis of the theories, summarizes the research achievements of scholars in domestic and abroad, in order to establish the basis for the writing. The second part from the three aspects of social security expenditure, expenditure structure and achievements, analyzing the present situation of Anhui Province, the level of social security. In the third part of Anhui province from 1995 to 2013 years of social security expenditure data as samples, through the calculation of the level of social security, social security development coefficient estimates "push pull effect" coefficient of Anhui province society report is appropriate, and to estimate the appropriate social security range. The empirical results show that the social security level is not appropriate, social security expenditure growth rate is higher than the GDP growth rate, the goveronment should adjust the expenditure structure of social security, social security expenditure growth slowing down.The fourth part is based on the current situation analysis and empirical analysis, summarize the existing social security of Anhui province a moderate level of problems, mainly in four aspects:first, social security expenditure growth is too fast, the unbalanced development of projects; second, the level of social security is not appropriate, there is a certain gap between the actual level and moderate the lower limit; third, the aging population problem, the government financial burden is heavy; fourth, the social security system structure is not reasonable, the level of social security gap between urban and rural areas. On the basis, puts forward countermeasures and suggestions to promote moderate development of Anhui Province.
