The Study On The Urban Social Security Level Of Shijiazhuang City

Social security level is an important factor of social security reform and development. Whether social security level is adapted to the level of economic development, have an important impact on the development of social economy and national stability and unity. At present, the urban social security system has become more and more mature, and the protective projects have also relatively completed. Also the research by domestic and foreign scholars on the urban social security level of our country has relatively comprehensive and deepgoing. It is a good guidance for the development of urban social security system.To build a healthy social security system is the important task of "the 12th Five Year Plan" period of the economic and social development in Shijiazhuang city. There are various contents on establishing and perfecting the social security system, among them social security level is a key element of social security system. According to social security system itself, it's directly related to social security's degree and whether can achieve the goals of social security.To analysis the suitability of social security level is a complex problem. The moderation of overall level does not mean the internal structure is moderate, while the moderation of the structure does not always indicate that each index is moderate. Therefore, this paper is based on the evaluation model which has established by scholars for social security level, through the analysis on a series data of urban social security in Shijiazhuang, based on establishing the evaluation index system of social security level, combining the development level of local economic and the non-economic factors which impact the establishment of social security system, and using some qualitative and quantitative analysis methods. This paper tries to respectively analysis the town residents'social security level and its moderate level in Shijiazhuang form single parameter, internal structure and overall security level this three points of view, which makes up the previous measures of paying less attention on quantitative analysis on social security study of Shijiazhuang town than qualitative analysis on it. After that, by analyzing and comparing security level with moderate level of social security in Shijiazhuang urban, found that its security level is inferior to the moderate level, and still cannot meet the demand of the residents on social security. So there is a high mountain to climb on developing moderate social security level in Shijiazhuang. Finally, in order to reducing the weaknesses of the social security level, from making security system and fund supervisions better and giving some recommendations to provide the basis for the future policies.
