A Study On Measuring China's Social Security Moderate Level

Social Security is an important social policy of government which is used to solve the problem of survival or basic living of vulnerable groups in the society, meanwhile it is a fundamental right of citizens in a certain stage of social development. However, the Government's investment to Social Security should have a degree, it means inadequate investment in Social Security spending if it is less than this degree, not only fail to reflect the principles of social equity, but also can not guarantee the basic livelihood of many citizens, even affect the society's stability and unity; it means social security spending is excessive if it more than this degree, this would frustrate the working enthusiasm of the citizens, and thus there is an adverse effect to the sustained and healthy development of society and economy. Social Security Level is an important concept measuring this kind of degree. Social Security Level is defined as a high and low level of Social Security enjoyed by members of society, in a certain period of time and a country or region, and it represents the extent and level of protection a country provides its citizens. Social Security Level is an important factor in Social Security Reform; whether it is geared to the development of economy or not, will affect socio-economic development and national stability and unity significantly.This thesis estimated the demand level of the various items such as Endowment Insurance, Medical Insurance, Unemployment Insurance, from the angle of view of demand of Social Security, and got Estimation Models of appropriate level of the various items of social security respectively which are Endowment Insurance Medical Insurance, Unemployment Insurance, using these models with data, and then analyzed these outcomes. On this basis, we got an Estimation Model of overall Appropriate Level of Social Security adding those appropriate levels of the various items together. Then again in a similar way, the appropriate levels of Rural Social Security in China were analyzed, including the analysis of the appropriate level of Rural Endowment Insurance, the New Rural Cooperative Medicare and the Rural Minimum Living Standard Security, after that the overall appropriate level of Rural Social Security was analyzed basing on the data was gained before. Through the analysis of current China's Social Security Level, it comes to such a conclusion:At present, China's social security is not in a moderate level, which is reflected in the following areas:overall Social Security Level is too low, the levels of main items of Social Security are too low, the Rural Social Security Level is too low.In the end of this article, two ways of recommendations for developing China's Social Security Appropriate Level were put forward on the basis of the Social Security Appropriate Level's Estimation Model:Firstly, to reduce Social Security demand Level, including to increase workers'income, to improve people's living standards; to implement a optimistic employment policy through a variety of channels. Secondly, the supply level of Social Security should be increased, specifically including establish of a sound multi-tiered social security system; gradually expand the coverage of social security to enhance security capabilities; realize the socialization of Social Security gradually, broad Social Security fund-raising channels; establish a sound Rural Social Security system.
