In recent years, The tendency of distribution system and establish in hospital isimproving performance management for better quality and benefits, improvingquality of service and professional ethics and establishibng incentive and disciplinarymechanisms. To execute performance management is a development of performancemanagement system in hospital, but it stills lack of enough experiences in China. Afirst people’s hospital is the earliest hospital in A with hundreds of years history. Thepracticable model of full performance management based on corp orate strategy ofhospital helps us to arouse the enthusiasm of people’s working and invigorate newvitality to development of hospital.The paper founded on having or based on relevant experience of internationaland domestic experts and specialists in the fields concerned. Then make a SWOTanalysis of the environment of A first people’s hospital and to make a preliminaryplan for A first people’s hospital. While in the process of the preliminary plan, wefind and analyze the problems, in order to find the most suitable method ofperformance management system for A first people’s hospital.The paper researches the principles of performance management system KeyPerformance Indicator and Balanced Scorecard. In the course of combined theorywith practice, performance management exsits so many problems, such as theseparation between strategy management and results management, that lead into thephenomena and never bring out the basis of decision-making for businessmanagement. Guided by aim management, based on the circulation of working and analyzing, takes performance assessing as the tool, supported by encouragementsystem, performance tutorship, and realize the PMS to pursue higher performanceaim.
