Since the reform and opening up, economy of our country continued to improve, as opposed to, medical and health services of our country has made great progress.Along with the deeply developed health care system, more and more people can enjoy a more efficient and convenient medical care. With the continuous improvement of living standards, people’s requirements on the medical and health are also rises constantly, public hospitals as the host of medical and health system, in which also play an increasingly important role. The progress and development of the times requires our country to establish a comprehensive health care system to continuously adapt to the needs of society under the new situation. Public hospital performance appraisal management can reflect the business performance and development level of the hospital objectively, which plays a very positive role in heightening the level of development of public hospitals, promoting the improvement of its business philosophy and raising management level. An effective performance appraisal system can also serve as a strategic development tool and establish a new incentive platform for the hospital to provide a reasonable basis for the assessment of the indicators and hospital job promotion. According to the actual results and the application of the current performance appraisal system adopted, there is still a big gap on the assessment of the health system between our country and the developed countriesThis article aims through discussing the management of public hospitals as well as the performance appraisal system status differently to put forward the links between the public hospital performance appraisal and hospital efficiency, hoping to find the promoting role of public hospital services, which the performance appraisal plays in.This article combines the relevant researches on the performance appraisal system development public hospitals domestic and overseas to analyze and study the outcome of performance appraisal in different parts of the embodiment made and insufficient experiences to further explore and hope to find problems in different areas at home andabroad under different performance appraisal standard, and then to analyze the strengths and weaknesses of Chinese current public hospital performance appraisal criteria, analyze the existing problems and research countermeasures, so as to provide new ideas for the future reform of the health care system. By using H District People’s Hospital as the main research object to empirical analysis, particularly discuss problems of Public Hospital Performance Appraisal System Construction, and eventually build a complete and scientific performance appraisal system. Based on the above study, this article proposed the construction of the system which implement the performance appraisal system to optimize, to provide a new reference model for the reform of public services and improve the health care system in our country, so as to provide effective reference on the future theory and practice circles of Chinese public hospital performance appraisal indicators in-depth research.
