Comprehensive Reform Pilot Reform Path

China's Reform has developed for 30 years, then came into a new period which limited by system,resource,environment,social contradictions and so on. How to change conception of development, innovating in model of development, overcoming the system obstacles and advancing harmonious development of national economy and society, is the most important task for Chinese government. Under this background, China has found the first Synthetically Reform Testing District in Shanghai Pudong New Area in 2005, and started the reforming exploration characterized in Synthetically Reform. But, Synthetically Reform Testing District and Synthetically Reform are both new things, and researches and practice on them too limited to satisfy the need of Reform, that restricting the reforming exploration.At the beginning, this paper analyses connotations,main characters and final objectives of Synthetically Reform Testing District. Then using the study means and theories of Institutional Economics, to compare Synthetically Reform with former Reform, analyze its impact on choice of Synthetically Reform's path, and study obstacles and experience in present Synthetically Reform Testing District's reform, then bring forward the path of reform for Synthetically Reform Testing District. Finally, this paper makes suggestions for future development of Synthetically Reform Testing District.
