The Research On Administration Coordination Management Organization Structuring In C-Z-T National Synthetically Reform Testing District Of Resource-conserving And Environment-friendly Society

Integral development of urban agglomeration (UA) dominated regional economy has become the continuously-accelerated tendency of economical globalization, industrialization and urbanization of China. Development pattern of urban agglomeration has been gradually forming, which was based on Yangtze River Delta, Pearl River Delta, Chang-Zhu-Tan (CZT), Central plains, Chuanyu, and Beibu Bay UAs. UA structural system has become the most active and promising core area of future economical development pattern of China, thus working as strategic support, incremental limit and core node. In terms of the development of current UA, however, although relevant administrative institution has been set up in each UA, and taken greatly positive effects, there are a number of general issues regarding urban development, such as, lack of co-ordination, benefit segmentation, repeated construction, similar structure, resource wasting, disordered competition, etc., cannot be effectively resolved.In addition, the development of CZT UA is retarded by the same problem without exception. Nevertheless, CZT UA, as a test area of two-oriented society construction, is an important strategy and a significant challenge for all-round promotion of Hunan. Combined with the reality of the CZT test area, breaking the laggard administrative system, building up the coordinative administration institution, these are the key factors to speed up the construction and development of the CZT test area.This thesis was focused on the investigation of the coordinative administrative institution of CZT test area. By reviewing the UA administration mode of both home and abroad, relevant conceptions were discriminated. Based on the UA administration mode, through the analysis of the development history and coordinative administration evolution of the CZT test area, gathering the present status, there were several problems proposed, e.g. administrative division, department constraint, institution weakness, mechanism disability, etc. Further, the administration modes of eight typical UA were discussed, and two modes of both regional management coordination committee and new area government were summarized for comparison. Finally, such two types of administration modes were analyzed and discussed, and the basic thoughts and specific measures of the coordinative administration institution setting of CZT test area were suggested.
