Salt monopoly in China has a long history and has played a positive role in promoting thecountry’s economic, maintaining social stability, protecting the health of residents and improvingcitizens’ quality. But with the development of China’s market economy and the deepening ofeconomic reform, administrative reform, the drawbacks of our current salt management system hasbecome more and more prominent. It seriously restricts the overall development of the industry,and goes against the law of market economy. Researching the reform and innovation of the saltmanagement system of China, not only has important theoretical significance, but also has a veryimportant practical significance.The knowledge of public administration, economics, law and history are applied in this paperwith the integrated use of theoretical analysis and empirical analysis,and the combined method ofcomparative analysis and system studies. This article bases on the basic theory of quasi-publicgoods, and reviewes the transform of our salt management system, the history of the franchisesystem, and the main disadvantages of the core, and administrative reform of monopolyindustries,which compare to the systems of USA and Japan and other developed countries. It triesto discuss the reform of the existing salt management system of China, and trying to build amarket-oriented management mode to adapt to the national conditions. The analysts believe that,first of all, the market-oriented reforms of salt management system of China is imperative. It is theinevitable requirment of strenghtnening China’s salt industry, and also the inevitable result ofdevelopment of a market economy. It would be in line with the universal law of the world’s saltindustry reform and development. Secondly, the direction of this reform is to remove the saltmonopoly, and set up the oligopoly competition mechanism under the market conditions. Thirdly,according to the national conditions, this reform of the salt management system should take agradual, stable and step-by-step manner. Recommended "5+3" Salt management system mode.Toimple our salt management system steadily, improve the supporting measures is required. Such asrefotm the management system,strengthen production and sales joint, strengthen the constructionof the Salt Industry Association, strengthen Salt legislation, establish and improve the salt supply ofsecurity mechanisms in poor and remote areas, iodized salt supply compensation mechanism,transfotm the salt industry enterprise to the public welfare enterprises, the implementation of the regionalization personalized scientific iodine strategies. This article expects to provide ideas andreferences for the reform of China’s salt management.
