Can The "Two-oriented Society" Synthetically Reform Testing District Promote Green Development?

The establishment of the "Two-oriented society" comprehensive reform zone aims to explore the scientific and rational model of China's "two-oriented society" construction and the appropriate supporting system.Due to the Characteristics in economic development,ecological environment,and infrastructure,Wuhan urban agglomerations and Chang-Zhu-Tan urban agglomerations were selected as the "Two-oriented Society" Synthetically Reform Testing District at the end of December 2007.This policy has been implemented for more than 10 years,and whether it can promote green development in pilot cities and its influential mechanism will be of great significance to further promote China's 'Two-oriented Society' and green development.Green development is intended to promote the coordination of regional economic growth and resource environment.Green total factor productivity(GTFP)incorporates environmental disruption and expenditure of energy into the conventional economic growth analytical framework,which can well measure the level of green development in a region.Therefore,this paper uses GTFP to measure green development.Taking 276 prefecture-level cities in China as the research object,the panel data from 2004 to 2016 was collected,and the corresponding ML(ie Malmquist-Luenberger)index was calculated by non-radial and non-angle SBM directional distance function,and DID and DID were used.The PSM combined measurement method tests the economic effects of the construction of the “two-type society” comprehensive reform zone.The results show that this policy can promote green development by enhancing human capital and restricting the rapid development of FDI.It also plays a role in green development by reducing the level of environmental pollution and constraining the development of the tertiary industry.Overall,this policy has a significant role in green development,but the degree of promotion is insufficient.The reason may be that many potential mechanisms fail to play an effective role in promoting green development.We should establish a complete 'two-oriented' service industry system,improve the quality of attracting foreign investment,improve the level of infrastructure construction and financial development,and strengthen energy utilization and environmental standards according to law,which is a necessary condition to give full play to the effects of the 'Two-oriented Society' Synthetically Reform Testing District.
