Measurement And Analysis Of Moderate Level Of Social Security

The level of social security is a key criteria to evaluate to what extent people benefit from social welfare system. The study of the level of social security will help to find economic effects and rules related to social security. The level of social security is a concept uniformed in quantity and quality. For quantity, the level of social security can be high or low. while for quality, the level of social security can be measurable or unmeasurable. There is a "moderate" area exist in social security level, which can adjust economic structure, flat economic period, separate the pressure from population aging, maintain society equity, promote economic development. So. measure and bound the moderate level of social security scientifically is meaningful to build up and make the system of social security perfect.Based on location, social security system includes two parts: urban area and countryside. The security contention and area become two opposite extremeness, the level of social security between urban area and countryside quite different. In order to measure and analyze the level of social security, studies on both urban and countryside are required. This thesis intend to review literatures on the level of social security, evaluate and comment on previous studies, and build proper model on examination of the level of social security in urban area. Based on the analysis of the countryside social security expend items, this thesis will also try to use the measurement model on the level of social security in countryside, and finally analyze the result in measurement model with regard to the moderate level of social security.This thesis will take Shandong province as an example, analyze the practicality level of social security during 1997-2006, and determine the upper and lower limited value in Shandong based on the measurement model on moderate level of social security studies. This research shows that the level of social security in Shandong has been largely improved during 1997-2006, total social security expenditure has risen 5.44 times, and the level of social security has been doubles from 1.19% to 2.27%. In social security expenditures, Shandong has mainly focused on annuity insurance, and the level of annuity is much higher than other items. But, compare with the moderate level in China, the social security level is much lower in Shandong, far behind moderate level. From 1997-2006. Shandong's moderate upper limit value distributing is around 13%-16%. while lower limit value distribution between 10%-13%. In the past ten years, the general level of social security in Shandong hasn't reached the bottom line of moderate level, and the gap is about 10.52% as the largest and 8.1% as the smallest. At the same time, disparity exists on social security system in Shandong with the urban social security guide line is much higher than that of the countryside, and the aberrancy is obvious in terms of social security practicality level and moderate level. The development of social security in urban and countryside has been very imbalanced, therefore there is still a long way to go to improve the level of social security in Shandong.In conclusion, this thesis provides policy implications and recommendations on how to improve the level of social security. The author suggests that continue efforts are required in building a sound social security system, which includes: to strengthen the legal system of social security, to build feasible and reasonable level of social security system, to enhance social security in countryside, and to improve social security socialization.
