Similarity exists between the standardized training for residents and the training of clinical medicine professional master in Chinese medical and health system. From the perspective of public management, it is a waste of social resources when separate they two. In order to improve our medical and health system and higher medical education, we should merge the training of clinical medicine professional master with the standardized training for residents.Here, we explored the merging of the two theoretically according to the theory of public economics and administration efficiency based on public management theory. We explored the possibility and feasibility of the merging of the training of clinical medicine professional master with the standardized training for residents, and analyzed its superiority according to the collaborative cooperation and cross-border break-in theory based on the value of public management theory. The merging of the training of clinical medicine professional master with the standardized training for residents may enrich and broaden the subject areas of higher medical education, regulate and perfect medical educational pattern, improve the clinical skills of doctors and shorten their training cycle, raise the utilization efficiency of educational resources when lack of them, save social resources, and increase social benefits.
