Papers for the obvious contradiction between water supply and demand situation in Guantao county Hebei province, change the traditional engineering water-saving mode, Focus on a reduction of farmland net water and the invalid loss of groundwater and surface water, Put forward some new ideas as the comprehensive control of ET,real water-saving,the distribution of water rights and Community participation in water resources management and so on. The ultimate goal of research papers is to introduc the remote sensing ET technology to the allocation of water rights and water resources development, use, management control and protection. Improve efficiency in water use, rational development of water resources, achieve the objective of sustainable utilization of water resources eventually. The concrete contents are as follow:1.Choose a typical pilot area, use two methods to monitor ET by artificial and remote sensing, monitor the arable land ET,comprehensive and non-arable land ET, and checked the results with each other, argued the advanced and rationality methods of remote monitoring ET.2.Through the distribution of water to the analysis,to establish a common initial distribution of water rights and models, Description initial water rights of different users.3.Use the water resources equilibrium theory, establish a model of groundwater level change and ET,confirm the realation of the exploitation of groundwater, the groundwater level and ET.To achieve groundwater management by ET,to provide a scientific basis for decision making for regional planting structure adjustment and management of water resources.4.Though adopt comprehensive measures, reduce ET gradually, and ultimately achieving "target ET", to achieve real water-saving, so that a balance of water resources for consumption, Exploration and put forward the mode system to water right management control .5.Study on optimize the allocation of water resources pilot for Guantao in Hebei province, calculate regional ET based on the principle of energy balance, distribute water rights by application-level analysis and fuzzy math methods, verify the effectiveness of the distribution methods and model to water rights,carry out water rights and total scale management control system based remote sensing ET. To realise producers and consumers of water resources in the decision-making on an equal economic and legal status,establish decentralized decision-making mechanism, price information system, efficiency-driven mechanism and market allocation of resources mechanism, to realise the efficient use of water resources and effective protection, achieve the objective of sustainable utilization of water resources eventually.
