As irreplaceable natural resource in human survival and social development,the limited water resource seems less able to satisfy the increased demands raised by rapid economic development and growth in the living standards,as a result,the imbalance between water supply and demand is prominent and the shortage of water resources is increasingly restricting the sustainable social and economic development.This paper studies on the water shortage and puts forward water right allocation method and optimal allocation scheme on the basis of ET management concept,high-efficient and sustainable utilization after analyzing the related optimal allocation methods at home and abroad.This will provide theoretical basis and technical supports for comprehensive utilization of water resources in this region.The main research contents and achievements are shown as follows:(1)Analysis of water resources in research area.Analyze and calculate self-produced surface and underground water according to regional precipitation characteristics and underlying surface conditions,then,inquire into underground water changes in high,normal and low flow year;Analyze hydraulic connection between mountain area and plain terrain and inquire about the spatial and temporal distribution of natural water in high,normal and low flow year according to runoff features,water consumption in upstream of regional rivers,water division principle between upsteam and downstream,as well as water conservancy project conditions.(2)Water demand predication and analysis of imbalance between supply and demand.Forecast the water demand in related administrative areas and industries according to current economic layout and water consumption in related industries,analyze the balance between supply and demand on the basis of current water supply conditions,and reveal main contradictions and key technical issues to be solved during regional water resources development in 2015.(3)Research water right allocation method.Adopt the advanced ET management and water right allocation concept to research water resources,water supply and consumption level in the research region,then,analyze the available water resources(allowable consumption);Come up with desired ET allocation method in multi-year average,high,normal and low flow year in the whole region and subareas,then,put forward surface and underground water right allocation method under desired ET restriction;Build water resources development and utilization control system.(4)Research the "increase income and reduce expenditure" technical measures.Focus on discussing the water saving and efficient irrigation technical measures for different crops during irrigation experiment;Build agricultural water structure system under desired ET restriction,then,study on the safe use of technology and mode fitting for reclaimed water,brackish water and salt water.(5)Research the high-efficient water resources development and utilization.Focus on ET management and maximum water resources consumption to build economic and social water structure system by the end of 2025 target year according to social and economic development plans;Forecast the available water and water demand(including livelihood,industrial,agricultural and ecological environment water demand)in high,normal and low flow year,analyze the water resource balance between supply and demand,then,reveal the key technical issues during regional water resources development and utilization in the target year.(6)Research the multiple water resources regulation and optimal allocation.Adjust and control the multiple water resources and make optimal allocation in the advanced technical method according to water right allocation,the mutual transformation relationship between regional surface water,underground water and reclaimed water,abundant water making up water shortage measures and dynamic underground water balance principle in different regions and water resources at inter-annual and annual levels;Optimize the desired ET,surface water and underground water allocation scheme in related administrative areas,build ET-based water balance mechanism,and put forward the scientific,advanced,effective and operable water resources development methods and implementary plan.This will provide technical supports for ensuring the rational exploitation of underground water,dynamic balance and the sustainable utilization of water resources,in addition,it is also good for building economic structure and water right management system coordinating with water resources carrying capacity.
