Central Guizhou Province (CGP), the middle area of Guizhou Province, is the most urbanizedand developed area in Guizhou Province. Located in the economic central region of Guizhou ineconomic development, CGP is the core area of economic and social development and the mostpromising area in Guizhou Province. However, with the rapid development of society andeconomic in CGP, water consumption continues to increase. Its lack of water resources and limitedcarrying capacity led to the extrusive conflicts between water supply and demand, while theindustrial and domestic water supply is also severe.For relieving these problems, Central Guizhou Province water conservancy project came tobeing. Central Guizhou Province water conservancy project is a significant project of thelarge-scale development of the west of Guizhou Province to transfer water from PingzhaiReservoir to CGP, and it’s also the largest water conservancy project of Guizhou Province. Themajor development objectives of the project are ensuring security of water and food productionand promoting the sustainable development of the social and economy. Considering the overallpattern of water resource allocation, we should use the water distribution pattern accompaniedwith optimization allocation and market allocation to solve the water contradiction betweenindustries and departments and promote the sustainable economic and social development andecological environment restoration.Based on the water resources features and its development and utilization status in CentralGuizhou Province, the paper proposes several problems in the development and untilization ofwater resources and studies its carrying capacity in aculity year. In this paper, the optimalallocation of water resources and the intial water right distribution are studied on the basis of thewater demand prediction and its variation tendency of CGP in the planning year. Main researchcontents are as follows:1The paper investigates and analyzes the water resources situation and features andconstruction projects situation. According to the analysis, there exist several problems, for example, poor development condition, less water conservancy construction investment and limitedamount of available water resources, in the development and utilization of water resources inCentral Guizhou Province.2Based on Driving Forces-Pressure-State-Impact-Responses (DPSIR) model, thepaper establishes the evaluation index system to study the waterresources carrying capacity in Central Guizhou Province. The results suggest that watercarrying capacity is weak and the demand of water in many areas has already exceeded thecarrying capacity of local water resources. Therefore, there has been the phenomenon of overloadin several regions.3According to the principles of system generalization, the paper analyzes and defines themain elements of water resources allocation, such as calculation units, projects and nodes andchannel relations in to get the generalization diagram of water resources systems in CentralGuizhou Province. After determing the planning year, the paper forecasts the amount of waterdemand and analyzes its trend in Central Guizhou Province. It turned out that the agricultureirrigation requirement presents downtrend while the total water requirement shows an increasingtendency.4Combined with the actual situation, the paper establishes the rule-based water resourcesallocation model of Central Guizhou Province according to the water conservancy planning. Thenthe model is calibrated and validated by the actual supply and demand balance in actuality year.The result of valifation shows that the model calculates a reasonable process and can accuratelyreflect the actual performance of water resources system in Central Guizhou Province.5The schemes are installed to research the patterns of water allocation in Central GuizhouProvince according to the different planning years and water frequency. The water resourcessupply and demand balance, structure of water supply and water-supply guaranteed rate in2015and2020are calculated by this model. By comparing these schemes, it is can be seen that thereare various water scarcities in the region in planning years. With the Central Guizhou Provincewater conservancy project, the amount of water scarcity is decrease and the supply of undergroundwater is reduced. And the water supply guarantee rate in each distrct and industry is increase.Overall, the schemes of water resources allocation in planning year are reasonable and benefit tothe optimal allocation of water resources and ecological restoration.6The principles of initial water right distribution are studied in the paper. Combined with thesocial and economic situation in Central Guizhou Province, the CGP initial water right distributionmodel is build to calculate distribution schemes in various contexts. By comparing these schemes,plan1is recommended as the initial water right distribution scheme in Central Guizhou Province.The water rights of year2015and2020are also distributed in this paper.
