Water resources are the basic material foundation for the development of the national economy.With social and economic development,the shortage of water resources has become a major factor restricting social development in some regions.Since the reform and opening up,the socio-economic development of Lanzhou City has made great achievements.With the implementation of the national"One Belt and One Road"strategy,Lanzhou City's economy will develop rapidly.Economic development requires the protection of water resources.In recent years,economic and social development in Lanzhou has increased the demand for water resources.However,due to the“87”water allocation plan of the State Council,the water conflicts in Lanzhou have become increasingly prominent,and water resources and water environment have become increasingly important to the economy.The constraints of social development have continued to increase.In order to solve this problem,this paper forecasts the future annual supply and demand of water in Lanzhou according to the status quo of water use in Lanzhou City and the development plan.Through the establishment of an optimal allocation model of water resources based on water rights trading,the optimal allocation of water resources in Lanzhou City is studied.The main results are as follows:(1)Forecast the supply and demand of Lanzhou City in 2020 and 2030.Analyze the water use levels of various water departments in all counties and districts of Lanzhou City in detail,and determine the water use quota for each industry by combining historical data,local policies,and plans.Obtained Lanzhou City in 2020with P=50%,P=75%of the required water demand of 1.557 billion m3,1.607billion m3,2030 P=50%,P=75%water demand of 1.86 billion m~3,1.905 billion m3;Lanzhou City,2020 In 2030,the water availability was 1.471 billion m~3 and 1.62billion m~3,respectively.On this basis,a primary and secondary analysis of supply and demand balances was conducted to obtain the water shortage rate at different levels of guarantee rates in different levels in Lanzhou City.(2)According to Lanzhou City water conservancy project construction and water supply status,the water level,water consumption rate and waste water discharge of Lanzhou City are analyzed.Based on this,it is proposed that there is water shortage and water environment in the development of water resources in Lanzhou City.Deterioration,fragile ecological environment,and insufficient investment in water conservancy construction.In response to the problems of water resources in Lanzhou City,it is proposed to strengthen water conservation,accelerate the construction of water rights system,and establish a reasonable water price mechanism.(3)Based on the research results at home and abroad,the relationship between water rights trading mechanism and multi-objective optimal allocation of water resources is described.That is,water rights trading is an efficient water resource optimization method.A water resource optimization allocation model based on water rights trading with social benefits,economic benefits,and environmental benefits was constructed.(4)Combining the current status of water resources in Lanzhou city,three water resources allocation plans were proposed,namely,water resources optimization allocation scheme for water rights trading,water rights trading allocation scheme focusing on economic goals,and water rights trading focusing on the environment.The configuration scheme uses the gamultiobj function in Matlab software to solve the model.After analysis,the optimal allocation of water resources for water rights trading is lower than that for water-free trading,and the industrial and ecological water shortages are reduced by 1%to 2%and 8%to 12%,respectively,and the economic benefits are increased by 34.5 to 4.5 billion China yuan.COD emissions decreased by 0.03 to 0.05 million tons.
