Taking Hebei province as the research area,this paper makes a preliminary study on the current water resources development and utilization status of the research area by using hydrological data,and then studies the optimal control of total water consumption in Hebei province through the forecast of supply and demand water volume in the planning level year(2020),the deduction of basic water consumption,and the solution of multi-objective optimization model of water resources.Main research contents and conclusions are summarized as follows:(1)Forecast the water supply and demand of Hebei province's planned level year(2020)by using the methods of index analysis,annual increase rate and classification addition,and analyze the results of the balance between supply and demand.According to the forecast results,the contradiction between water resource supply and demand in Hebei province in the year of planning level(2020)is more prominent.(2)According to maslow's hierarchy of demand theory,the basic water consumption of each water user in the region is defined.It is considered that the water quantity meeting the basic water demand of each water user in the research area is the total basic water demand of the region,and the basic water consumption of each industry is deduced.(3)Establish a planning level years(2020 years)multi-objective optimization model of water resources,to select the optimal economic benefit and environmental benefit is optimal,the optimal social benefit as the target,building the objective function,with the water quota of each water user,the water source of water availability as constraint condition,by using artificial fish intelligence algorithm,combined with comprehensive treatment project of groundwater in Hebei province to adjust the final computation results.(4)Compared to planning level years(2020 years)water supply and demand of water consumption forecast results,the basic calculation results and calculation results of multiobjective optimization model of water resources,think that the optimization model of water distribution results more feasibility,can be used for control of water amount index for further develop and eventually achieve the goal of reasonable to reduce water consumption.According to the actual situation of Hebei province,it puts forward the relevant safeguard measures of water quantity reduction from three aspects of increasing income,reducing expenditure and policy guarantee.
