The phenomena and problems of short & wasteful water resource, and economy develop & environment deterioration are very universal and serious within the arid area oasis in China, whose reasons laied in the limitation of current water resource use and allocation systems. Therefore, on the basis of the theoretics of water resource property rights, the paper has studied on sustainable water allocation systems.Main research results are stated as follows.1. On the stage of the regional water rights being allocated initially to the water use section (or water user), the water rights of the different water users were allocated with different allocation methods. Firstly, the essential requirement water rights was allocated with the population-allocation method, results revealed that the essential requirement water rights of Shihezi oasis was 3.4368×107m3. And quality problems of the essential requirement water were analyzed with the mix tactic Nash equilibrium theoretic of the Game Theory, result revealed that the mix tactic Nash equilibrium of Shihezi oasis was educed. Additionally, the environmental water within watercourse was defined and allocated with the Tenent method and obligate allocation pattern, and results indicated that the environmental water within watercourse of Shihezi oasis was 2.165×108m3. Finally, the diversification requirement water was allocated with the goal programming model, results showed that the agricultural water was 1.0281×109 m3, the environmental water without watercourse was 1.340×108 m3, and the industry water was 7.39×107 m3 of Shihezi oasis.2. On the stage of the water use section (or water user) water rights being allocated initially to the every irrigation region, based on population, economy, efficiency of water use, and environment of every irrigation region, the water rights among the irrigation regions were allocated with the mix-allocation method, results suggested that within Shihezi oasis, Manas river irrigation district be 1.1371×109 m3,Anjihai irrigation district be 1.755×108 m3, Jingou river irrigation district be 1.593×108 m3,Ningjia river irrigation district be 1.31×107 m3.3. The oasis environment basic water inner allocation model was designed on the basis of the arid area oasis environment water use. Results showed that within Shihezi oasis, the environmental water of the inartificial oasis was 2.944×108 m3,and the environmental water of the artificial oasis was 5.61×107 m3.4. On the basis of initial water rights within Shihezi oasis being 1.5×109 m3,the minimum and the maximum of essential environmental water rights allocation of Shihezi oasis was 1.340×108 m3 and 3.505×108 m3.5. Associative water rights allocation model of efficiency, benefit and policy of water use within the agriculture was designed. Results indicated that the proportion of water rights among planting industry, woods industry, stockbreeding and fishery was 60 : 11 : 23 : 6. It was shown that using the model maybe reduce effectively the proportion of the planting industry, and increase markedly the proportion of the stockbreeding, which maybe improve soil fertility, and solve the non-balanced problems of water resource allocation by mass irrigation for cotton. 6. The fundamental, framework, circulation mechanism and harmony mechanism of the secondary allocation of water rights were brought forward. Furthermore, on the case of the Shihezi oasis flexibility water, with market-allocation method, the initial water rights were auctioned. Results showed that this auction model may reduce probability of seek water, ask for water for some districts, namely, which may minimize sensation factors during the water rights secondary allocation period,and may inspirit water saving behavior for water users. Finally, a case of water rights secondary allocation within a irrigation district of the arid area oasis was introduce briefly.Using the theoretics of the water resource property rights, we explored sustainable water resource allocation mechanism of Shihezi oasis through initial allocation and secondary allocation. Results revealed that the methods may improve the current water resource use and allocation mechanism of the arid area oasis.
