Study On The Rational Allocation Of Initial Water Rights And Water-right Market In Northwest Arid Region Of China

As Northwest Arid Region of China that is seriously short of water, with the development of society and economy, the conflict of water resources is increasingly serious. The study on water rights and water-right market of Northwest Arid Region which is about 1/4 of China, is not so much. So it is urgent to resolve the conflict by the theories of water rights and water-right market.Referring to advanced experience on water-right trade market abroad, the dissertation mainly studies on the significance of water rights and water-right market of Northwest Arid Region, the allotment theories of initial water rights and water-right market, and takes an example as the application.Take the region of Tarim river as an example, the dissertation studies on the count of initial water rights and the way to establish the water-right market, expecting to do help to the rational collocation of the water resources in Northwest Arid Region.Five aspects are included in this dissertation as following:Firstly, it has investigated extensively the theoretical research and present implement situation of water-right trade market throughout the domestic and international countries. The emphases are the present condition and the meaning of the rational collocation of the water resources and establishing of water-right market in Northwest Arid Region.Secondly, the rational collocation of the water resources refers to many complex aspects on the society, politics, economy and ecology. The dissertation applies the methods of multi-object and multi-layer fussy synthetic optional selection and the PAGE collocation process to found the mathematics model in order to resolve the problem of the rational collocation of water resources.Thirdly, it has researched emphatically on the establishing of water-right market combining with the situation in our country.Fourthly, taking the region of the Tarim river of Xinjiang as an example, it used the mathematic model mentioned above to solve the problem of the rational allocation of water resources. It established the approach of water-right market in region of the Tarim river.Lastly, the concise summary of this dissertation is carried out and some reasonable suggestions are put forward.
