Study On Ecological Compensation Mechanism Of River Basin

Nowadays, the research on ecological compensation is the hot field. The paper took the water basin as the research subject, and tried to take the research on charge policy of water resources for Eco-Compensation as the breakpoint, and then established the Eco-Compensation mechanism in such field. This would control the ecology destroy that was brought by water resources exploration.Based on the research work over the Eco-Compensation that has been done by specialists, I did a further quantities and qualitative study on this issue, to set an Eco-Compensation mechanism about the river basin of our country. And set a model to solve the key problem "Compensation Standard" . This paper use the notion "sustainable development" of river basin as guidance, take consider the inter-generational compensation, first calculate the total cost to protect river, then reckon the coefficient of water quality and water quantity and inter-generational compensation coefficient to adjust the total cost, to solve the conflict on the water issue of upstream and downstream ingeniously, but also left behind a wealth of clean water for future generations. On this basis, I put forward some suggestions about management of river basin. Then take the Haihe River as an example to verify those methods.Through the study, we suggest the establishment of ecological compensation mechanism needs a multi- pronged. Firstly, we should clearly define the implementation of the main ecological compensation, compensation targets and compensation method and so on, on this base, to set up the operation of ecological compensation mechanism, the financial mechanism and supervision mechanism. Secondly, determine the key priority areas of ecological compensation. Thirdly, consider with the target of water quality, make sure that if the water quality can not reach the goal, the upstream should pay for the downstream; and if get the aim or better, downstream should pay for the upstream.To realize those goals, we will need the state, local governments as well as the people to participate in, and implement the IRBM, so that the world would get better.
