As an indispensable and important source of food in our lives,fish plays an important role in the food structure of China and the world,and is an important aspect of ensuring food security.In recent years,China’s rapid economic development and rapid population growth have led to a continuous rise in demand for a variety and quality of aquatic products,and a continuous rise in aquatic product imports.Japan’s aquatic products trade is well developed,and the total volume of aquatic products trade is second only to China,which is the largest aquatic products exporting country in China.Therefore,it is the ultimate goal of this paper to study the relationship between the policy deviations and related trade indices of fishery products between China and Japan and to propose policy recommendations that are beneficial to the development of China’s fishery products trade.The author conducts a study on the trade of fishery products between China and Japan by using the trade data of three-digit classified products of the Standard International Trade Classification(SITC)(second edition)from 1987 to 2021,which are classified into four three-digit categories of fishery products based on Lall(2000)technical classification,and constructs a symmetric index of revealed comparative advantage,an index of import/export ratio and an index of policy intervention from these three indices by the data The evolution and analysis of the trade pattern of fishery products between China and Japan were studied,and then the general production structure and direction of China’s exported fishery products were analyzed by the trend of the change in the export volume of various classified fishery products between China and Japan.The final conclusions were obtained by summarizing and analyzing the results of the econometric analysis,and finally the policy recommendations and specific implementation suggestions for the development of China’s aquatic products industry were proposed based on the conclusions reached in this paper.The results of the econometric analysis finally show that: in the short term,China’s fish export intervention policy has a negative impact on the dominant comparative advantage,and in the long term,the direction and degree of China’s fish export policy intervention is influenced by its actual comparative advantage,and it is believed that the dynamic comparative advantage theory is applicable to China’s current fish export policy formulation in the long term.Through the full analysis,four conclusions are drawn: First,the reduction of comparative advantage of Chinese aquatic products hinders the development of aquatic products trade.Second,over-reliance on comparative advantage in the formulation of China’s fish trade policy is not conducive to China’s fish trade.Third,improving the situation of declining Chinese aquatic products exports depends on the Japanese market.Fourth,the trend of monoculture of Chinese aquatic products will be detrimental to the development of the aquatic products industry.In response to the above findings,four policy recommendations are proposed:First,efforts should be made to enhance the comparative advantage of Chinese aquatic products to promote industrial development.Second,according to the long-term and short-term differences,the objectives of trade policy formulation should not be the same.Third,make full use of the Japanese aquatic products market to boost China’s aquatic products exports.Fourth,China should optimize the structure of aquatic products exports and encourage deep processing of aquatic products.
