Currently, with over one hundred export aquatic products factories whose products cover the markets of nearly seventy countries mainly including EU, Japan, US, Korea and Russia, Zhoushan becomes the aquatic products processing center in Zhejiang, as well as an important base of aquatic product processing and trading in China. In the recent ten years, the introduction of a series of laws, regulations and administrative policies promotes the flourish of aquatic product industry in Zhoushan. The government’s management, supports and guides help creating an excellent environment for a sustainable development of this industry. However, along with the marketization and globalization of aquatic products trade, many problems in this industry started to emerge and a reform of the current aquatic product trade policy is badly in need. In this article, the author tries to analyzing the status quo of Zhoushan aquatic product industry and through data analysis, comparatives analysis and case study, studying innovation and reform of the current policy, which helps guide the development of aquatic products industry from a perspective of public administration and supplies policy supports for aquatic product export increase.Based on a study of current research achievement in this field, the article focuses the following researches:applying new public administration and service theory to the government export management practice and providing theoretic guide for government’s management; analyzing the status quo of Zhoushan aquatic product industry, including product nature, market and industry structure, and summarizing the current problems existed in the industry; learning advanced experiences of government supporting the development of aquatic products industry through a case study of domestic aquatic industry development (mainly Shandong and Tianjin) and the mode of Singapore; trying to give suggestions for improvement from the perspective of government through an analysis of current problems in the export aquatic product industry.
