Patent-intensive industries are a type of industry classified on the basis of patent intensity,which is an important driving force for national industrial upgrading and innovation-driven development,and is of great significance to the stable growth of the national economy and the construction of an innovative power.《 The Strategic Outline of an Intellectual Property Power》 proposes that to improve the mechanism for the use of intellectual property,it is necessary to "strengthen the cultivation of patent-intensive industries and establish a mechanism for investigating patent-intensive industries".《The 14 th Five-Year Plan for the Protection and Use of National Intellectual Property Rights 》clearly states that by 2025,the added value of China’s patent-intensive industries will account for 13.0% of GDP.The development of patent-intensive industries is an important link in China’s implementation of the strategy of strengthening the country with intellectual property rights,and it is also an important driving force for China’s economic growth.However,some industries and provinces in China’s patent-intensive industries still have low efficiency and unreasonable resource allocation in the innovation process.Based on the classification documents of patent-intensive industries made by the State Intellectual Property Office and the National Bureau of Statistics,12 of the patent-intensive industries were selected as the research objects from the industrial perspective,and the pharmaceutical manufacturing industry in 28 provinces was selected as the research objects from the perspective of the province,and the full-time equivalent of R&D personnel,internal expenditure of R&D funds,new product development funds,number of invention patent applications,number of effective invention patents,and effective invention patents of each industry were extracted from the relevant statistical yearbooks.The six input-output indicators of new product sales revenue were analyzed,and the data envelopment analysis method was used to measure its technological innovation efficiency.Secondly,the Tobit model is established to empirically analyze the influencing factors of technological innovation efficiency in patent-intensive industries in China,and conclude that patent density and patent application level do not have a significant positive effect on the technological innovation efficiency of patent-intensive industries in China,enterprise scale and industrial concentration have a significant positive correlation on the technological innovation efficiency of patent-intensive industries,while government funding does not have a significant impact on the technological innovation efficiency of patent-intensive industries.Through the above research on the technological innovation efficiency and its influencing factors in China’s patent-intensive industries,it can be found that China’s patent-intensive industries still have unreasonable resource allocation and low innovation efficiency.Therefore,in order to achieve China’s strategy of strengthening the intellectual property country and the goals of the 《14th Five-Year Plan》,the guiding role of the government in the industry should be adjusted,and when formulating relevant industrial support policies,the focus of the development of the industry or region should first be considered,financial and technical resources should be reasonably allocated,and government support policies based on the number of patents should be reduced;Secondly,give full play to the incentive role of the industry,establish industrial alliances within the industry,promote internal competition in the industry,and establish industrial competitive advantages;Finally,enterprises should play a leading role in innovation activities,actively carry out inter-industry cooperation,optimize resource allocation,and rationally use their own advantageous resources.
