To develop patent intensive industries is an important strategy to promote the whole industries competition ability.Recently,the number of patents in Zhejiang Province rose sharply,but still faces the problem of mismatch between technological input and output,which shows that patent intensive industry(PII)has yet played its due role in promoting the virtuous cycle of innovation incentives and reinvestment.Patent is an intermediate product of innovation activity,which requires a certain time from patent production to market value creation,and the development of patent intensive industrial is constrained by the dominant industry and economic development foundation.Besides,the industrial innovation efficiency can affect its contribution to the economy and employment of Zhejiang Province.Therefore,it is urgent need to build directory of patent intensive industry,and further study its innovation efficiency.This thesis selects the data of invention patent grants and employment from 2007 to 2013,which are from 41 industrial divisions in Zhejiang Province.In accordance with the study at home and abroad,Firstly,we build a directory of patent intensive industry in Zhejiang Province,the results show that there are 8 patent intensive industries and 33 non-patent intensive industries,which is similar to former findings.Secondly,we further estimates its contribution to the economy and employment of Zhejiang province,the results show that patent intensive industry output value in Zhejiang Province accounted for 23.73% of its GDP,and 6.32% of its total employment,whose economic value is obvious.Thirdly,this thesis divides the innovation process into three stages,including science and technology output,commodity output and value output,then using DEA to study the difference of innovation efficiency of regional patent intensive industries and non-patent intensive industry in different stages.The result indicates that innovation efficiency of the patent intensive industries are better than non-patent intensive industry,but they are not DEA effective in every stages,especially in commodity output stage and value output stage,it is serious that innovation input output do not match its output.Fourthly,we further study the influencing factors of innovation efficiency,and the results show that both the scale of production and the number of patent applications have significant effects on innovation efficiency,while the government funds have a negative effect on innovation efficiency,the influencing factors of R&D expenditures,digestion and absorption expenditures,number of enterprises with R&D activities are all not significant.Finally,this thesis puts forward promotion path and related policy recommendations,and points out the deficiencies and future prospects.There are two innovative points: Firstly,due to the industry employment is not balanced in different regions,we add a supplementary measurement,which means we also do screening based on the total patents granted in that industry,so only the patent intensity and the number of invention patent grants are all higher than the average,it can be defined as patent intensive industries.Secondly,based on the perspective of innovation value chain,we use DEA three stages model to study the innovation efficiency in different stage,which is helpful to put forward the countermeasures and suggestions to promote the industry development.
