China’s economic development has entered a new stage.Creating a new impetus for economic growth is a major problem for the government.The innovation strategy has increasingly gained the attention of the state.Local governments hope to encourage enterprises to innovate to enhance their competitiveness,promote healthy and rapid growth of the industry,and improve innovation efficiency.Under the new situation,it is of great practical significance to study and analyze the innovation efficiency of China’s high-tech industry and analyze the impact of government support methods on innovation efficiency.This paper first discusses the background and significance of the research,reviews related research and theory,expounds the necessity of government support for innovation,and sorts out several ways of government support and possible impacts.After revealing the regional and inter-industry differences in China’s high-tech industry innovation,the DEC BCC model is used to measure the innovation efficiency of 28 provincial-level regions,based on the measured comprehensive technical efficiency,pure technical efficiency and scale efficiency.The Tobit model analyzes the impact of government financial support,the degree of government protection of intellectual property rights,and the various support methods of government-industry-research cooperation on innovation efficiency.At the same time,considering the large number of high-tech sub-sectors,the difference between innovative input and output is large,we must pay full attention to the differences between industries,explore the innovation efficiency of 17 industries from different industries,establish Tobit econometric model,and analyze high-tech The impact of industrial innovation efficiency and the extent of impact.The conclusions of this paper are as follows:(1)China’s high-tech industry innovation efficiency is not high,the regional differences are obvious,the high-tech industry in the eastern region has the highest innovation efficiency,followed by the central,western and northeastern provinces.(2)the government’s financial support,The protection of intellectual property rights and the combination of government,industry and research can promote theimprovement of innovation efficiency.Among them,the protection of intellectual property rights by the government has the greatest effect on the improvement of innovation efficiency.(3)From the perspective of industry,the innovation efficiency of 17 industries based on measurement It can be divided into three categories: Class A industries are lower than average in terms of pure technical efficiency and scale efficiency.Class B industries are purely technically efficient but have low scale efficiency.Class C industries have high technical efficiency and scale efficiency,so they are comprehensive.The efficiency of technological innovation is also high.(4)From the perspective of industry,government financial support and government-industry-research cooperation have a positive impact on innovation efficiency,and the government’s financial role is better than other support methods.Finally,based on the above analysis,suggestions are made in light of local conditions,the government’s support is purposeful to the underdeveloped areas such as the central and western regions,and the short-boards are complemented to improve the overall level of innovation efficiency.The government must also increase funding support according to different heights.The characteristics of the technology industry,adjust the investment direction of funds,use funds for R&D and innovation activities improve the intellectual property protection mechanism,increase the protection of intellectual property rights,increase the cooperation between government and research institutes,and rationally use both sides.Innovate resources and improve innovation efficiency.
