| The report of the 19 th National Congress of the Communist Party of China first proposed the implementation of the rural revitalization strategy,and the report of the 20 th National Congress of the Communist Party of China clearly emphasized the comprehensive promotion of rural revitalization.Therefore,China should actively promote rural revitalization and take digital agriculture as the core to achieve the strategic goal of rural revitalization.Based on the current situation of county digital agriculture development in Sichuan Province,this paper uses the theory of allocation of production factors,the theory of information resource allocation and the theory of information productivity as theoretical support,combined with literature research,comparative analysis,and empirical analysis,to conduct a comprehensive assessment of the development level of county digital agriculture in Sichuan Province,and analyze the problems and causes of county digital agriculture development in Sichuan Province,it also puts forward the countermeasures and suggestions for optimizing the development of digital agriculture at the county level in Sichuan Province,so as to ensure that the construction of digital agriculture at the county level in Sichuan Province has achieved remarkable results during the "14th Five Year Plan" period,and boost Sichuan Province to achieve the leap from a major agricultural province to a strong agricultural province.In the first place,this study deeply discussed the current situation of the development of digital agriculture in Sichuan Province.As a major agricultural province,Sichuan Province has a good foundation for the development of digital agriculture.However,due to the large differences in the natural conditions and economic development levels of various counties in Sichuan Province,problems such as unbalanced urban and rural development and insufficient rural development are particularly prominent.Taking the construction of digital agriculture as an important starting point,Sichuan Province has made every effort to promote the development process of county digital agriculture.At the top-level design level,it has issued a series of strategic plans and guidance documents.At the strategic level,it has carried out planning and layout for restructuring the "10+3" industrial system and digital agriculture pilot projects,and has made every effort to support the whole chain of agricultural production and operation to achieve Digital transformation at the technical support level.In the second place,this study evaluates the overall development level of digital agriculture in counties of Sichuan Province.First,this study has constructed an evaluation index system for the development level of county digital agriculture in Sichuan Province,covering 6 first level indicators,14 second level indicators and 19 third level indicators,including the development environment,the basic support,the information-based agricultural production,the information-based agricultural production management,the information-based rural governance and the information-based service.Secondly,this study uses the Z-Score standardization,the entropy method and the linear weighted model to process 39 indicators of digital agriculture in 178 counties(cities,districts)of Sichuan Province,and obtains the evaluation results of digital agriculture development level in counties of Sichuan Province.Thirdly,this study compares and analyzes the evaluation results of digital agriculture development level in counties of Sichuan Province according to the grouping of five major economic zones and the ranking of evaluation indicators.Based on the comprehensive analysis of the evaluation results,the development level of digital agriculture in each county of Sichuan Province is low.In the third place,this study finds out the problems and reasons for the development of county digital agriculture in Sichuan Province,including the lack of long-term mechanism for county digital agriculture capital investment,which shows a significant difference between financial investment and social capital investment;the counties with weak economic development and little government support are significantly insufficient for the basic support of digital agriculture;the development of the information-based agricultural production in 118 counties(cities,districts)is uneven and the overall level of development is not high,which is significantly showing insufficient digital transformation of agricultural production and the lack of the construction and application of big data;the lack of guarantee mechanisms for the development of e-commerce has led to a lower online sales rate of agricultural products in 114 counties(cities,districts)in Sichuan Province than the provincial average of 15.82%,and a lack of the informatization of quality and safety traceability system;the talent support of digital agriculture in remote and poverty-stricken counties is insufficient and lacks of main professional personnel;the participation of "Internet plus+supervision" in remote and poverty-stricken counties is low and the digital construction of "Internet plus+government services" is relatively backward.In the end,in view of the existing problems and reasons mentioned above,this study puts forward corresponding countermeasures and suggestions for optimizing the development of county digital agriculture,including establishing a long-term guarantee mechanism for capital investment and optimizing the basic support of digital agriculture;innovating in smart agricultural technology,accelerating digital transformation and building the construction and application of big data;deepening the development of agricultural product e-commerce and promoting the informatization of the quality and safety traceability system;strengthening the construction of agricultural talent support system and increase the cultivation of e-commerce talents;improving the "three tasks" smart open system and extending the "Internet plus government services" to rural areas. |
