A Research On The High-quality Development Level Of Agriculture In Sichuan Province

The Central Rural Work Conference and the National Agricultural Work Conference have repeatedly mentioned the high-quality development of agriculture.It fully demonstrates the importance as well as the party and the government’s emphasis and support of high-quality development of agriculture.As a traditional large agricultural province,Sichuan Province must take the path to high-quality development of agriculture in the transition from a large agricultural province to an advanced agricultural province.Therefore,based on analysis of existing research results and related theories,this paper combines qualitative analysis and quantitative analysis to study the high-quality development level of agriculture in Sichuan Province.It aims to make up for the lack of research on high quality development of agriculture,and providing suggestions for promoting the high-quality development of agriculture in Sichuan Province.So this study has important theoretical and practical significance.This paper consists of the following four parts:The first part clarifies the research foundation of this paper.First,based on the existing research results,this paper defines the concept of high-quality agricultural development.Secondly,it refines the main content of Marxism theory of agro-foundation,Schultz’s theory of traditional agricultural transformation,new growth theory,dual economic structure theory and sustainable agro-development theory,and provides guidance for conducting research.Finally,combing the development process and principle of entropy method to provide methods for empirical research.The second part is an empirical study on the high-quality development of agriculture in Sichuan Province.Based on a comprehensive understanding of the high-quality development of agriculture,this paper constructs a high-quality agricultural development evaluation index system with five first-level indicators and 27 second-level indicators.It takes agricultural in Sichuan Province from 2007 to 2017 as its research object and uses entropy method to measure the quality and efficiency promoting level,driving force transforming level,structural upgrading level,sustainable developing level and coordinating and sharing level of agriculture in Sichuan Province,and compare the results with the whole country.The results show:(1)Overall,the high-quality development level of agriculture in Sichuan Province increased steadily with a growth rate of 6.35% from 2007 to 2017,and the comprehensive value of high-quality agricultural development experienced a sudden declining period from 2007 to 2008,a steady improving period from 2008 to 2015,and a rapid increasing period from 2015 to 2017.(2)The high-quality development level of agriculture in Sichuan Province and the whole country both show a clear upward trend.But the value of the whole country rises from 0.2416 to 0.7773,which has an annual growth rate of 12.99% and surpassed Sichuan Province in 2014.The third part diagnoses the obstacles to the high-quality development of agriculture in Sichuan Province.Based on the status of agricultural development in Sichuan Province,this paper argues that there are seven major obstacles to the high-quality development of agriculture in Sichuan,that is,the agricultural economic growth motivation is insufficient,agricultural supply-side structural reform still needs to be promoted,the level of agricultural opening up is not high enough;the competitiveness of agricultural products is inefficient;agricultural sustainable development pressure is increasing,the dual economic structure is more prominent,agricultural economic development results benefit the people less.Subsequently,by calculating the obstacles of each specific indicator,this paper finds that the main obstacles to the high-quality development of agriculture in Sichuan province are concentrated on driving force transform,structural upgrade,coordination and sharing,and further confirm that seven major resistances have been encountered in the agricultural development of Sichuan Province.The fourth part proposes countermeasures.According to the above analysis results,this paper believes that in order to improve the high-quality development level of agriculture,Sichuan Province must increase investment in the research and development and application of agricultural science and technology,further promote the supply-side structural reform of agriculture,enhance the level of opening up to the outside world,improve the quality of agricultural products and processed products,implement the concept of sustainable agricultural development,improve the comprehensive quality of rural labor and strengthen agricultural risk prevention.
