The report of the 20th National Congress of the Communist Party of China emphasizes’comprehensively promoting rural revitalization.To build a modern socialist country in an all-round way,the most arduous and onerous task is still in the countryside.Adhere to the priority development of agriculture and rural areas,adhere to the integration of urban and rural development,smooth flow of urban and rural factors.Accelerate the construction of a strong agricultural country,and promote the revitalization of rural industries,talents,culture,ecology,and organizations’.Rural revitalization,a strategic direction of digital agriculture and rural areas,is a critical element in constructing digital China.Studying and promoting the development level of digital agriculture in rural areas is of great significance for promoting the economic development of digital rural areas and improving the quality of life of farmers.Despite the initial successes of China’s digital agriculture and rural construction,it still confronts difficulties and difficulties,such as inadequate progress in various areas of digital agriculture and rural areas,uneven regional growth,arduous promotion of pilot projects,and inadequate institutional systems.Therefore,deepening the research on the rural development level of county digital agriculture is of great significance for clarifying the latest trend of rural development of county digital agriculture,clarifying the development direction and shortcomings,and optimizing the design of supporting policies.This paper first discusses the research background and significance of the evaluation of the development level of digital agriculture and rural areas,and combs and summarizes the current situation of the definition of digital agriculture,the definition of digital rural areas,the application of support vector machine evaluation model and the measurement of the development level of digital agriculture and rural areas at home and abroad,as well as the concept and theory of digital agriculture and rural areas,which provides a comprehensive and effective theoretical basis for this paper.Then,based on the literature analysis method,an evaluation index system of digital agriculture rural development level including 12 specific indicators is constructed,which reflects the development level of rural digital infrastructure,the digitization level of rural economy,the digitization level of rural governance and the digitization level of rural life.On the basis of the above index system,the principal component analysis method is used to simplify the index,and the support vector machine theory is used to establish the evaluation model of digital agriculture and rural development level.Finally,the relevant data of 124 county-level division units in Shandong Province were collected and sorted out for empirical analysis.After data processing,the 12 evaluation indexes of the evaluation system were simplified into 5 principal components by principal component analysis.The model based on support vector machine was used to evaluate the development level of digital agriculture and rural areas in each county.According to the evaluation results,the advantages and disadvantages of digital agriculture and rural development in each county of Shandong Province were analyzed.It is proposed that,due to the difficulties in the advancement of digital agriculture and rural areas in Shandong Province,a thorough assessment of the development level of digital agriculture and rural areas as a whole and each county at this juncture should be conducted.Based on the actual needs of county development,adhere to the principle of focusing on key points and making up for shortcomings,adopt differentiated support strategies for the diversified types of county digital agriculture and rural development,and enhance the convergence and linkage of digital development support policies in different fields;adopt a more inclusive and equitable regional development strategy,Strengthen policy backing and social aid for regions with lagging digital agriculture and rural growth,and foster the equitable growth of digital villages in various areas;persistently advance the rural trial of digital agriculture and execute pilot effectiveness assessment,a thorough review of the prior pilot experience and its shortcomings,and perpetually innovate the rural development model of digital agriculture.
