Research On The Development Level Assessment And Optimization Measures Of Modern Agriculture In Hunan Province

Hunan province is one of the major agricultural provinces in China with abundant agricultural resources,superior production conditions and remarkable agricultural characteristics.Promoting modern agriculture is the key work of agricultural development in Hunan Province.Establishing an evaluation system is an intuitive method is to measure and study the level of agricultural development.Constructing scientific and reasonable evaluation index system can evaluate the development level of modern agriculture quantitatively.It can reflect the importance of each index in the development of modern agriculture and plan the key direction that modern agriculture develops.By studying the evaluation and countermeasures of modern agricultural development level in Hunan Province,we can comprehensively understand the development level of modern agriculture and the application level of modern agricultural technology in all cities of Hunan Province.The agricultural and rural modernization plan in "14th five-year plan"of Hunan province focuses on agricultural comprehensive production capacity,agricultural mechanization development,farmers’ living standard,rural ecological civilization construction and environmental protection level,rural social development and reform and so on.Considering the focus of the modern agriculture planning of "14th Fiveyear plan" for Hunan province,this paper formulates the evaluation index system of Hunan province’s modern agriculture development level,and uses the comprehensive index method to analyze and evaluate Hunan province’s modern agriculture development level.Based on the established index evaluation system and model,this paper analyzes and evaluates the development of modern agriculture in Hunan Province by using the original index data of 14 cities in Hunan province from 2010 to 2019.It can be seen from the evaluation that the comprehensive index of modern agricultural development level of cities in Hunan province shows a slow upward trend from 2010 to 2016,and the growth rate begins to accelerate from 2016.The average increase rate of modern agricultural development level index of all cities was 65.54%,among which,Shaoyang City had the largest increase rate of 82.37%,while Xiangtan City had the smallest increase rate of 38.35%.The ranking of modern agricultural development level in Hunan province in 2019 is:Changsha,Yongzhou,Shaoyang,Hengyang,Changde,Huaihua,Yueyang,Yiyang,Chenzhou,Xiangxi,Zhuzhou,Loudi,Xiangtan and Zhangjiajie.Based on the analysis of the development level of modern agriculture in all cities of Hunan Province,the following countermeasures and suggestions are given for the development of modern agriculture:Standardizing policy system,promoting agricultural green development without delay;Increase input to accelerate rural development comprehensively and efficiently;Develop information resources and take multiple measures to promote scientific and technological innovation;Optimize the mode of development and promote the rational use of resources in light of local conditions;Expand development channels and continuously promote industrial upgrading.
