In February 2021,General Secretary Xi Jinping announced a complete victory in the fight against poverty. However, after the complete victory of the battle against poverty, the difficulties and emphases of poverty work will change from absolute poverty to long-term and multi-dimensional relative poverty.Since 2014,the Central Committee’s "document No.1" has clearly proposed to vigorously develop rural e-commerce for eight consecutive years, and e-commerce is crucial to the alleviation of relative poverty.Based on the 2010-2019 panel data of 31 provinces in China,to measure the rural relative poverty index,in the electronic commerce to explore mechanism on the basis of the rural relative poverty theory, put forward two assumptions, further to the electronic commerce to ease poverty in the rural relative spatial spillover effect and the threshold effect in the empirical analysis, the main conclusions of paper is as follows:Firstly, from 2010 to 2019,both the one-dimensional rural relative poverty index and the multidimensional rural relative poverty index are on the rise, and the relative poverty in rural areas is becoming more and more serious. The spatial distribution shows the lowest in the east, the second in the middle and the highest in the west.Secondly, from the point of view of basic effect,e-commerce acts on rural relative poverty through direct and indirect paths such as increasing income continuously, improving the efficiency of rural market endogenous development power.Thirdly, from the perspective of spatial spillover effect,e-commerce has a significant spatial spillover effect on rural relative poverty. The development of e-commerce in this region not only plays a positive role in alleviating relative poverty in rural areas, but also plays a positive role in alleviating relative poverty in neighboring rural areas to a certain extent. Moreover, the spatial spillover effect is greater than the direct effect. The degree of alleviation of rural relative poverty by e-commerce under different spatial weights is different, the weight of spatial adjacent right is the most significant.Fourthly, from the threshold effect,in different human capital levels, the degree of e-commerce to alleviate rural relative poverty will show threshold characteristics. When the income gap is small and the distribution is fair,e-commerce is beneficial to alleviate the relative poverty in rural areas, but it is not obvious;when the income gap is large and the distribution is less public,e-commerce is not conducive to alleviating the relative poverty in rural areas.Based on the above research,in order to establish a long-term mechanism to solve the relative poverty, this paper believes that e-commerce should play a great role in alleviating the relative poverty in rural areas.
