China’s land consumption has increased year by year, the increasing scarcity ofland resources has been. Over the years, according to the national land resources surveystatistics show that, at present the national arable land resources are very limited, poorsoil quality, difficult exploitation, ecological degradation risk is very high. In ourcountry because of the adjustment of agricultural structure, the construction ofproduction area, ecological restoration and disaster damage and other reasons, theamount of cultivated land is gradually reduced. Actively carry out the evaluation ofland consolidation comprehensive benefits, can effectively increase the farmland area,improve the efficiency of land use. The pattern of comprehensive rational layout ofroads and ditches, optimization of land use, will promote the building of a newcountryside, conducive to mechanized production, improve crop yield, increasing theincome of farmers, improving ecological environment, change the villagers livingquality, coordinated and balanced development of the unification of urban and rural.Taking Baicheng County of Akesu city land consolidation project Toksuntownship as an example, according to the Baicheng field of natural and economiccharacteristics, the establishment of evaluation index system from three aspects ofsocial, economic, ecological, using AHP to calculate the weights of index, theestablishment of a multi-level fuzzy synthesis evaluation mathematical model toevaluate the project brought to the three benefit and profit, of the project area of landconsolidation project to obtain comprehensive benefits, in order to provide a referencefor Baicheng’s future land use sustainable development. The analysis shows thateconomic and social benefits are “good”, to project the expected, model checkingverifies the feasibility to obtain economic benefits. But the ecological benefits as“poor”level, that still exists defects of the current land consolidation in the process ofimplementation, will need to increase the ecological construction investment, activelypromote land consolidation, promoting agricultural development to enhance thecomprehensive benefits.
