Research On The Supply And Value Of Rural Pension Service Under The Goal Of Inclusiveness

Entering a new era of Socialism with Chinese characteristics,China has begun to a critical period in which the supply value of rural old-age care services based on demand-driven is steadily rising,at the same time,it started the initial shift from modest inclusion based on the equalization of basic public services to a full-scale Pratt & Whitney approach based on the provision of public services covering all the things and objects that should be covered.Focusing on the value improvement of rural old-age service supply can lay a solid foundation for further realizing the substantial leap of the value-oriented old-age service supply in the future.Due to the outflow of young and middle-aged people in rural areas and the decrease of birth rate,the population structure in rural areas has broken down to a certain extent.Under this background,affected by factors such as the decline of rural families’ contributions to the elderly and the government’s inability to bear the burden of supporting the elderly,in the process of rapid aging,the shortage of rural old-age service supply resources has become a bottleneck in a universal sense,and rural old-age service has become a key problem to be solved urgently,rural vulnerable elderly groups are the main victims of this problem.The 14 th five-year plan calls for China to develop inclusive old-age services,based on basic old-age services that will help the government meet the bottom line,and to develop inclusive old-age services with an efficient market as the main body,it is a realistic response to the needs of people’s livelihood security and social development,and it is also an inevitable choice based on the reality of social endowment crisis.The Pratt & Whitney value concept that benefits all and is accessible will gradually become the value orientation of Chinese old-age service.Moving from low-level old-age insurance to universal coverage not only contains the value care for the protection of vulnerable groups,but also embodies the social concept of shared development,and reveals the socialist essential characteristics of fairness and justice.This thesis focuses on the following three problems in the population ageing process:the lack of hope for the elderly in rural families,the fragmentation of mutual assistance for the elderly,and the poor quality of the elderly.Under the guidance of Pratt & Whitney,how to optimize the provision of rural old-age service to enhance the value of the level of old-age service this core issue.Based on the value analysis of the provision of rural old-age services under Pratt & Whitney’s goal,this paper constructs a theoretical analysis framework of the supply of rural old-age services and the value of services,and clarifies the internal logical relationship between the two,and according to the existing research results and in the early visit survey based on the improvement of the questionnaire,and carried out field surveys and in-depth interviews with cases,analysis of the relationship between the two,empirical research conclusions,and put forward to optimize the rural old-age service supply of countermeasures and suggestions.Based on sample villages,the main conclusions of this study are as follows:(1)there is a moderate positive correlation between the supply and the value of the old-age service.Among the components of the supply of the old-age service,the supply breadth has the greatest effect on the value of the old-age service,followed by the supply validity and the supply scope The supply breadth has the greatest effect on the total coverage factor,the second is the supply validity,and the direct effect of the supply scope is not significant The increasing effect of economic factors on the value of old-age service from large to small is supply breadth,supply validity,the direct effect of supply range is not significant;The increasing effect of public welfare factors on the value of old-age service is supply validity and supply breadth,but the direct effect of supply scope is not significant The role of convenience factors in the value of old-age service from large to small is supply validity,supply breadth,the direct role of supply range is not significant;The increasing effect of applicability factors on the value of old-age service is supply range and supply validity,but the direct effect of supply breadth is not obvious.It shows that the promotion of the value of the rural endowment service in terms of full coverage,economy,public welfare and applicability obviously benefits from the increase of the coverage of the endowment service,that is,the improvement of the supply breadth,the value of applicability of the promotion of the elderly benefits from the provision of old-age services to include the importance of matters that the scope of supply is expanded.
