In recent years, public finances increase investment in all areas, to protect people's life, like education, health care, insurance and other aspects of the conditions are gradually improving. So, people pay more attention to the relationship between the basic public services and poverty reduction. This is also becoming an important proposition current academic research. However the study found that the development of basic public services in poor areas is still lagging behind. This paper attempts to focus on remote areas, to understand the living conditions of the poor, analysis the reasons for the poverty, fundamentally solve the problem of poverty, improve their standard of living, and called on all social forces involved, to reduce the incidence of poverty.This study investigated since the public expenditure in the context of the reform and opening up of service supply Chinese livelihood. By correlation analysis of national statistics from 2000 to 2010, and empirical study of poverty reduction effects of fiscal equalization,we draw a conclusion that our inter-provincial basic public services has been significantly improved, and gradually achieve the equalization of the requirements. Coefficient of variation of the provinces of basic public services index decreased overall between the level of basic public services the gap is reduced. Furthermore, we recommend that the financial fund basic public services to poor areas and more investment, increase infrastructure services to assess the construction of basic public services, in order to promote transformation of the government, and also we need to establish relevant institutions, to strengthen the supervision and guidance, combined with the actual situation, to improve basic public service equalization poverty reduction effects.
