| An engineering consulting company is a service-based intellectual company that provides suggestions on economic construction and engineering investment decisions for government or investors.Since the 18th and 19th National Congress of the Chinese Communist Party,China’s economy has entered a"new normal".Reforms to delegate power,improve regulation,and upgrade services are steadily advancing,which induce great changes in the internal and external environment of the engineering consulting industry.An engineering consulting company(abbreviated as“A company”)was merged and restructured in November 2017.The 13th Five-Year development strategic plan,which was made in haste,failed to point out the direction of development and clear the developing targets for A company.Therefore,A company developed inefficiently and blindly with the outdated business model during this period.In this context,it is necessary to systematically study the formulation of the 14thFive-Year development strategic plan to avoid the problems on operation during the 13thFive-Year period,to meet the challenges and seize the opportunities,and to promote the transformation into a full-process consulting company.This thesis first constructs the research paradigm by literature review.Then,the Porter’s Five Force model,and the PEST model are implemented to tease out the external environment of A company thoroughly.The resources including manpower resources,market resources,and technical resources as well as capabilities such as business capabilities,marketing capabilities,and management capabilities of A company are analyzed through the internal data.Subsequently,the strengths,weaknesses,opportunities,and challenges are analyzed under the SWOT framework.Meanwhile,the effective SO,ST,WO,and WT strategies are researched using SWOT methods.The specific steps to realize the mentioned strategies are then studied.A team led by the author has been set up to write the 14th Five-Year development strategic plan based on the above analysis through a top-down process and to guarantee its effective implementation.After one year of implementation,the feasibility and suitability of the strategic plan are verified primarily by the improvement in the institution,business lines,market developments,and the scale of operation.Also,the plan is proved to be executable and significative.The 14th Five-Year development strategic plan truly helps A company achieve transformation and high-quality development,which proves that the outcome of this thesis is advantageous.The whole research process including environmental analysis,strategy analysis,and the implementation and verification of the strategies is beneficial to strategy making and implementation for the peer companies.Also realize theoretical exploration in the field of engineering consulting in the nuclear industry. |
