The premiums’ payment of basic endowment insurance for urban and rural residents has always been an important frontier research and practical issue in the field of China’s social security.The Fourteenth Five Year Plan points out that we should actively respond to the aging of the population and further establish a multi-level endowment security system.Since its unified implementation in 2014,the basic endowment insurance system for urban and rural residents has developed into one with the broadest coverage and the largest number of insured people in China.However,in its implementation in Town A,one problem has emerged—the insured residents are reluctant to choose the higher premium,which affects the payment level of the endowment insurance system.Therefore,this dissertation conducted a study on residents’ choice of premiums payment and its influencing factors based on the research of A Town of Hebei Province,and put forward feasible suggestions to encourage residents to select a higher premium reasonably,so that the policy can play a greater role in tackling with the endowment issues of A town.By reviewing a wide range of documents and sorting out the development process,this thesis has grasped the historical evolution of the policy and sorted out relevant provisions of current premium level of the basic endowment insurance for urban and rural residents.According to 335 valid survey data,it is learned that generally the residents prefer to pay lower premiums based on the data of residents participating the basic endowment insurance in A Town.This paper applies the binary logistic model to further explore the influencing factors in the residents’ choice to pay for the premium through the quantitative analysis of individual factors,family factors,policy understanding factors and system implementation evaluation factors.The model results show that gender,education level,annual family income,understanding of premium level,publicity effect evaluation,survice evaluation and evaluation of the policy’s implementation have a significant impact on the selection of premium.In order to encourage residents participating in this insurance where A Town is located,this paper puts forward suggestions from multiple perspectives: further improve the basic endowment insurance for urban and rural residents,further enhance the capabilities and service levels of executing agencies,further enhance residents’ awareness of elderly risk protection and further create a favorable policy implementation environment. |
