| At present,with the wide application of Internet technology,e-commerce has gradually entered people’s life,and online meal ordering has become an indispensable part of urban people’s daily consumption.Online ordering is a behavior occurring on the Internet,which has certain virtual and security risks.At the same time,compared with traditional restaurants or fast food restaurants,online ordering has the following characteristics,the actual operator is more hidden,the business scope is wider and not subject to regional restrictions,and the food distribution process has a large comprehensive security risks.Based on the development of online ordering in Fuqing,the paper focuses on the practical significance of online ordering supervision.On the ground of looking up a great quantity of domestic and foreign literatures,the paper comprehensively analyzes the food supervision system of online ordering at home and abroad,summarizes the problems,explores the countermeasures,and forms the research and writing framework of the paper.Based on government regulation,information asymmetry theory and public interest theory,the paper forms a solid theoretical foundation.In view of the current situation of food safety supervision of online ordering in Fuqing City,the author conducts a comprehensive analysis and elaboration from different aspects such as the subject and object of supervision and relevant legal systems,and sorts out the main existing problems:such as Regulatory authorities are lax on access conditions for online meal booking operators,having the loopholes in the supervision of online ordering food supply,lacking effective supervision means for express delivery of online meal ordering,having insufficient supervision on third-party online food ordering platforms,or did not play a role in the handling of food safety complaints about online ordering,etc.And targeted analysis of the causes of the problems: there is a hysteresis in the promulgation of laws and regulations related to food safety administration of online ordering,there is a serious information shortage,many difficult supervision links,insufficient strength of the regulatory team,and the supervision department tolerates problems in the online meal ordering industry.etc.Through systematic combing and analyzing the above problems,the author puts forward his own views and countermeasures for the solutions to the food safety regulatory issues of online ordering in Fuqing City: Strengthen the formulation and improvement of laws,regulations and policies related to food safety supervision of online ordering,strengthen market access supervision and daily supervision and law enforcement of online ordering industry,strengthen personnel management and operation guarantee in the supervision process,give impetus to the establishment of multi-party collaborative involvement in online ordering food safety regulatory system,etc. |
