A Study On Government Regulation Of Food Safety In Online Meal Ordering Industry

In recent years,China's economy has taken off rapidly,and the living standard of people has been improved.People's pursuit of good food has been increasingly higher,and the ways to obtain food have also been more diversified.As a new way to obtain food,online meal ordering has been accepted by more and more people.And it is more and more popular with the public because of its convenience and preferential.Thanks to the country's "Internet plus" policy and the rapidly growing popularity of mobile Internet,online meal ordering industry is rapidly developing.In the face of the emerging online meal ordering industry,how governments regulate it has been a crucial issue.The government has made some beneficial attempts to regulate its food safety.But as a whole,the government regulation of food safety in the online catering industry is still in its infancy.Based on relevant literature,this thesis uses information asymmetry theory and governance theory as the theoretical basis.Based on the study of P District in Shanghai,this thesis aims to summarize and analyze the government regulation of food safety in the online meal ordering industry of P District in Shanghai by means of literature research,case study,questionnaire and interview.To explore the measures to improve government supervision in food safety of online catering industry,through this the government function of food safety supervision in online meal ordering industry can be fulfilled better.So the exploration has fundamental theoretic and practical significance.This thesis studies and analyzes the government supervision of food safety in online catering industry in P District of Shanghai,and it is found that there are some problems in the following aspects.Firstly,the overall standardization of the online meal ordering industry is low,and the effectiveness of supervision is insufficient.Secondly,the supervision on the packaging process of online meal ordering is insufficient,food safety is difficult to guarantee.Thirdly,the food delivery of online catering operators is lack of regulation,the sanitary condition of personnel and equipment is worrying.Fourthly,online catering operators overload serving meals is quite common,the business operator has insufficient attention to sanitation.Fifthly,the responsibility for third party platforms of online meal ordering is unclear and third party platforms of online meal ordering have weak participating awareness of being supervised.Sixthly,the deficiency of flexible regulation and difficult to adapt to the development of the industry.The causes of above problems mainly arise from the following six aspects.Firstly,the development of laws and regulations lags behind and the pertinence is not strong.Secondly,government supervisors have contradiction in online meal ordering industry.Thirdly,compared with the traditional catering industry,the online catering industry has more aspects to be supervised.Fourthly,there is a serious information asymmetry in the government supervision on food safety in the online catering industry.Fifthly,there is a shortage in administrative resources.Sixthly,the social supervision of government regulation in food safety in the online meal ordering industry is absent.In view of the above problems and causes,this thesis puts forward the following countermeasures to improve the government supervision of food safety in the online meal ordering industry.Firstly,strengthening legislative guidance and increasing policy support.There are following three aspects:improving the online meal ordering industry related law system;increasing the online meal ordering industry policy support;enhancing the promotion of the related legal texts of the online meal ordering industry.Secondly,improving market access and implementing a combination of guidance and prevention.There are following three aspects:establishing a scientific operator access permission mechanism;establishing scientific express industry admittance mechanism;establishing strict admission mechanism for practitioners.Thirdly,improving the coordination of government and enterprises,and establishing scientific regulation methods.There are following three aspects:establishing industrial and enterprise standards,and strengthening the industrial self-discipline;seizing the point of the platform,and strengthening the flexible regulatory measures;strengthening the government evaluation system through the online meal ordering platform.Fourthly,strengthening the supervision force,and strengthening the operational security mechanism.There are following three aspects:strengthening training of supervisors,and creating a professional regulatory team;improving performance appraisal and incentive mechanism,and fully promoting double-random work;actively promoting the government to purchase third party services.Fifthly,using social forces to improve the government regulation mechanism.There are following three aspects:clearing the channels of consumer rights protection,and actively enhancing the efficiency of consumer rights protection;actively promoting"Whistleblower Protection Act";actively establishing expert think tank.
