| Since the outbreak of the COVID-19 in early 2020,the global economy has been hit unprecedentedly,and many industries are facing serious difficulties.Among them,the catering industry is one of the most affected.Due to lockdowns and social distance restrictions,many restaurants have had to close or switch to delivery services.However,the COVID-19 epidemic has also accelerated the development of the Internet catering industry.Because people are unwilling to go out,many people begin to look for more convenient takeout services,and Internet catering enterprises are just able to provide such services.Due to the continuous development of technology,the convenience and flexibility of takeout have been better reflected,and the market share of internet catering enterprises is constantly growing.Even though online ordering has gone through years of development,food safety supervision for online ordering is still in its infancy.The scale of online ordering business is rapidly expanding,and the process of online ordering has become increasingly complex,and the increasing number of departments involved have brought new challenges to food safety supervision.Although the existing online ordering platforms have improved food safety awareness through various means,there are still insufficient regulatory efforts and effectiveness.This article follows the research approach of "posing problems analyzing problems solving problems" and takes Guanyun County as an example to study the problems encountered and measures taken by business owners,consumers,and regulators in engaging in online ordering related activities.The research results and countermeasures are as follows:(1)The analysis of regulatory status shows that currently,the two major online ordering platforms Meituan and Eremo in Guanyun County only operate in the main urban areas of Yishan Town,Shizhuang Street,and Dongwangji Town.Through functional integration,a new food safety supervision pattern has been formed,which has also changed the pattern of online ordering food safety supervision in Guanyun County.The powers exercised by multiple departments have now been implemented by one department,breaking regulatory barriers,Avoiding the phenomenon of shifting blame and making regulation more efficient.(2)The research on regulatory issues and reasons shows that the main problems in the food safety supervision of online ordering in Guanyun County are the problems of government regulatory departments,various entities of online ordering,and regulatory basis and methods.The reasons are the insufficient capacity and quantity of regulatory personnel,and the relatively backward construction of government regulatory information technology.The various entities involved in online food ordering have not fulfilled their own obligations in a proper manner,including insufficient third-party platform review obligations,weak sense of responsibility among food operators,and weak awareness of consumer rights protection.The laws and regulations related to online ordering are not perfect,the basis for consumer rights protection is not specific,the basis for investigating and punishing illegal acts is not sound,and the laws and regulations related to online ordering are not sound.(3)Suggestions for regulatory measures include: improving the rules and regulations on food safety for online ordering,and increasing the promotion of relevant rules and regulations for online ordering;Strengthen the construction of food safety supervision system for online ordering,strengthen the grassroots supervision of food safety in online ordering,and increase the supervision of food safety in online ordering;Accelerate the information construction of food safety supervision for online ordering,establish a food safety traceability system for online ordering,and comprehensively promote food safety labeling;Implement third-party platform food safety responsibilities,leverage the supervisory role of news media,strengthen food safety training for online ordering business entities,and safeguard the legitimate rights and interests of consumers through multiple channels,forming a model of joint supervision of online ordering food safety by multiple entities. |
