Research On Food Safety Supervision Of Online Ordering From The Perspective Of Public Governance

Food safety is of paramount importance to the people.On August 11,2022,the National Health Commission released the 14 th Five-Year Plan for Food Safety Standards and Monitoring and Evaluation,which emphasizes the need to adhere to the people’s health as the center,focus on safety,and serve the government’s food safety management,public health,and the healthy development of the food industry.In recent years,with the rise of the "Internet +",the rapid development of the network ordering industry,and gradually accepted by the general public.However,the network ordering food safety problems often appear,so the network ordering food safety supervision has also become a public concern.Taking Fengcheng City as an example,this thesis uses public management theory and information asymmetry theory as the theoretical framework to analyze the regulation of online ordering through literature review,comparative analysis,questionnaire survey and interview.The results show that in recent years,the network ordering food industry in Fengcheng City has developed rapidly and the consumption has been increasing.But Fengcheng city network ordering food safety supervision there are four aspects of the problem:First,food safety supervision of some aspects can not be relied on;Second,the third-party platform food safety supervision is not strict;Third,the government food safety supervision is not in place;Fourth,the network ordering complaints are not in place.The reasons for these problems include: one is the network ordering food safety supervision related to the development of laws and regulations lagging behind;two is the third-party platform food safety supervision of the main body of awareness is not strong;three is the existing supervision of Fengcheng City and weak regulatory technology;four is the investigation of consumer disputes and evidence collection difficulties.In this context,this thesis,by drawing on the relevant experience of three cities in Beijing,Shanghai and Tianjin network ordering food safety supervision,from the perspective of the stakeholders,put forward proposals to improve the Fengcheng city network ordering food safety supervision policy.First,improve the laws and regulations of network ordering line food safety supervision;second,improve the supervision responsibility of Fengcheng city network ordering third-party platform;third,strengthen the supervision power and ability of Fengcheng city network ordering;fourth,optimize network ordering food safety supervision complaint reporting mechanism.
