The latest meeting of the 20 th National Congress of the Communist Party of China once again pointed out that it is necessary to speed up the establishment of a housing system with multi-subject supply,multi-channel security,and both rent and purchase,so that all people can live.As a representative of affordable housing,public rental housing has been built and operated on a large scale throughout the country.However,the landing has shown an overall increase in quantity,but a new contradiction between supply and demand with insufficient quality.The focus of measuring the supply level of public rental housing is whether it can match the multiple needs of the guarantee population.With the expansion of the scope of the security group and the differentiation of the group,the previous research on the supply and demand of a single group has not been able to comprehensively analyze the problem.Therefore,this paper subdivides the security groups into three categories,takes the diversified housing security needs of the security groups and the supply matching degree of public rental housing as the research subject,and takes Xi ’an as the research area,focusing on the following key issues :(1)the current situation and characteristics of public rental housing supply;(2)Guarantee the demand preference differentiation and influencing factors of the population;(3)Evaluation of the matching degree of public rental housing supply under multiple demand.In summary,according to the evaluation results of demand preference and matching degree,the measures to alleviate the contradiction between supply and demand of public rental housing are put forward.The main work and conclusions of this study are as follows :(1)Research on the current situation and characteristics of the supply side of public rental housing.Taking Xi ’an as an example,based on the government platform,open source data and field visits,the supply policy,housing conditions and living functions of public rental housing are described in detail.At the same time,the geographic information system method is used to quantitatively analyze and visually present the spatial layout of public rental housing and the accessibility characteristics of surrounding public facilities.The characterization of the supply side lays the foundation for the matching evaluation of supply and demand.(2)Research on the multiple demand preferences of the guarantee population.Based on grounded theory and research,a demand characteristic index system of 15 variables at three levels is established,and Bayesian network modeling variables are determined.Then,803 questionnaire survey data are processed as training set and test set,and the demand preference Bayesian network is established to measure the demand preference of each fine molecular group.The results show that : for housing security demand,individual and family structure characteristics play a significant role,social identity characteristics play an important role,and mobility characteristics only play an indirect role.At the same time,there are differences in housing security demand preferences among sub-groups :the local household registration housing difficulties group has more preferences for housing space,sound insulation performance,living facilities,and physical renting;rural migrant groups are more inclined to school and medical support and short-term rental cycle;young people such as newly graduated college students prefer transportation facilities,commuting hours,property services,and community environment,and prefer monetary subsidies.(3)Comprehensive evaluation of the matching degree of public rental housing supply under multiple demand.Firstly,according to the conclusion of demand characteristics,the comprehensive evaluation index system of matching degree is established.Secondly,a multi-attribute comprehensive evaluation model based on GA · PEE-TOPSIS is established.Finally,taking Xi ’an as an example,the supply matching degree of public rental housing is evaluated by groups.The results show that the supply of public rental housing has a high comprehensive matching degree in the local household registration housing difficult groups,a moderate comprehensive matching degree in the rural transfer groups,and a poor comprehensive matching degree in the young groups such as new graduates. |
