With the development of society and economy, the policy of public rental housing has been continuously improved. Our country launched the merged system of combing low-rent housing and public rental housing in 2014, so as to further expand the scope of protection. Followed by Shanxi province and Taiyuan city issued "opinions on public rental housing and low rent housing merger operation", the medium-sized city offset income families with housing difficulties, new employments and the migrant workers living in urban areas are included in the scope of protection which further broaden the public rental housing supply channels and improve the access managements of public rental housing, rental supervision and management links. However, there are also shortcomings of the documents. There is a wide range of the rental housing security groups, and the structures of the groups are complicated.Also, the needs of different groups are different, whereas, there are no related policies to ensure the supply of hierarchical groups, which leads to the deviation of the fairness and inefficiency of public rental housing allocation. So it’s necessary to protect the public rental housing according to the needs of distribution, to protect the interests of the group so as to realize the fairness and impartiality.The questionnaire based on the Taiyuan city public rental housing security groups, to new employees, migrant workers, the medium-sized city offset income families these three groups of housing situation and demand of qualitative analysis.Also the rank and stepwise regression analysis were used to analyze the three groups’ housing preferences and their influencing factors.The results showed that there were differences in housing demand preference between the different groups and within groups, and the influence factors were different. Based on the above research,further put forward suggestions and safeguard measures of Taiyuan city cluster supply of public rental housing. |
